對於大多數營造廠商而言,施工階段的風險管理是非常重要的,營造綜合保險是一種
廣泛應用在營建業的風險轉移工具,但如何擬定合適的保險策略,則往往為人所忽略。自
負額決策對於營造業者而言為一容易理解、控制的保險策略之一,其與工程風險之轉嫁、
損失理賠之獲得更有密切之關係。營造廠商可以提高自負額的方式減少保費支出,但同時
也會增加自留之損失。因此,如何減少保險成本成為風險管理策略的重點之一。
國內學術界過去並未對此課題投以很大的關注,而營造業者對於保險成本的控制的需
求卻是與日俱增,本研究運用動差估計法、適合度檢定等統計方法,針對我國營建工程損
失事故之統計特性進行分析,並建立保險成本分析模式,以計算不同自負額水準對於營造
廠商投保後成本的影響。本研究並依據效率前緣之理念,發展「自負額效率前緣」之分析
方法,配合「風險─期望成本無異曲線」的引入進行決策,提供營造工程綜合保險被保險
人對於最佳自負額的建議。
Risk management is an essential issue for construction projects. Insurance
program, especially the Contractors'''' All risk Insurance (CAR), is a widely
applied risk-transfer approach in the construction industry. For public
construction projects, the owner usually require the contractor to insure
before the construction works commence. Different selection of deductibles for
insurance program would result in different amount of premium as well as
different coverage. A decision of low deductible decreases the contractor''''s
risk may not be cost-effective because of the high premium. On the contrary, a
decision of high deductible may save some insurance cost but surrender the
expectation of transferring the risk by means of insuring. In practice, if the
owner did not limit the range of deductibles in the contract, the contractor
might select a high deductible to decrease premium as to decrease the total
project cost. To optimize the cost-effectiveness of premium as well as retain
the objective of transferring the risks, the selection of deductibles for
insurance program become a significant issue for construction projects.
The purpose of this study is to analyze and develop a model to assist the
decision of selecting the deductible for insurance programs. This study
collected insurance reimbursement records of building, bridge, and tunnel
construction projects in Taiwan for the past 5 years. The frequency and
severity of each loss were then analyzed by statistical approaches such as
goodness-of-fit test. A commercial simulation software, @RISK, was then
utilized in this study to generate the frequency and severity of loss for each
occurrence based on the statistical approved model. Then, real building,
bridge, and tunnel projects was handled to three insurance companies for
offering the deductible selections as well as the associated premium. After
that, this study conducted calculation of insurance cost with different
deductible levels. Finally, based on the methodology named, Efficient Frontier
of Deductibles, developed in this study and the risk attitude of the
contractor, the optimal decision of deductible can be achieved.
