因為國內工業正處於蓬勃發展時期且需水量正快速成長中,且各標的用水
必須兼籌並顧;但是目前水資源可開發地區難尋,民眾環保意識抬頭及投資成
本太高不符合經濟效益等因素限制下,必須在尚未發生令人無法忍受缺水的情
形下,未雨綢繆的善加運用目前水資源及運用聯合調配方法來增加可供水量。
因此必須詳細研究區域內整體的供水潛能,為有效利用寶貴的水資源,必須進
行區域性系統供水潛能之分析,並更進一步研究出最佳聯合調配方案,俾使此
區域的水資源政策有一最佳營運狀態。
本研究目的試就以淡水河流域地區中未來所規劃的水資源開發計劃為方案
,利用水資源綱領計畫模式(WRPC)中的 RIBASIM模式來分析攔河堰、淨水場及
水庫增建計劃在各目標年時不同方案組合之最大供水量,並試以找出一組最佳
聯合調配方案,使得淡水河流域地區在未來一、二十年內免於面臨缺水之苦。
由分析的結果顯示區域性系統之供水潛能受到各標的用水需求、未來水資
源開發計畫及操作規則有著密不可分的關係。淡水河流域中的大漢溪流域必須
在民國一百年以前開發新的水資源計劃(例如在大漢溪主流築新的水庫),或採
用坪林-石門水庫聯合運用,藉由導水隧道引用新店溪的水源,則可免於受缺
水之苦。而另一個基隆河流域因為本身引用基隆河水源量原已不足,從現年
(民國八十五年)即開始缺水了,所以現階段最重要的課題是在基隆河上游構
水庫及攔河堰設備產生大量水源供瑞芳、暖暖及六堵淨水場使用。
As the domestic industry is during the period of flourishing
development, and also the rapid growing of water demand, planning
and consideration should be taken on each target water usage.
However, limited by the factors that nowadays the area which can
be!developed for water resource is difficult to find and the public
have more sense of environment protection and the cost of investment
is also too high to be economic, the water supply must be increased
before the unbearable water shortage occurs by properly using the
present water resources and jointly adjusting methods in advance.
Therefore, we must study the total potential of water supply in a
region particularly. For the sake of effectively using the valuable
water resource, we have to go on an analysis of potential water supply
for a regional system. Furthermore, finding a best case of jointly
adjusting to make the water resource policy of this region be in the
best operation state.
The purpose of this research is to take the future planning water
resource development project of Tanshui River Basin as an example,
using RIBASIM model of Water Resources Planning Commission (WRPC)
to analyze the maximum water supply of the plan of building more
weirs, public water supply and reservoirs under different composition
in each object year, and trying to find out a best associative
adjusting case to avoid the Tanshui River Basin from being painful
for water shortage in the next one or two decades.
According to the result of the analysis, it shows that the
potential water supply of regional system has close relationship
to each target water demand, future project of water resource
development, and the operation rules. The Da-Han River Basin of
Tanshui River Basin has to develop new water resource project
before 2011, or adapt the jointly using of Ping-Lin and Shih-Man
Reservoirs through the water leading tunnel adapting the water
source of Shin-Dan River to avoid from water shortage. Besides,
because the Keelung River Basin itself adapts the Keelung River,
which has not enough water sources originally, it has been having
water shortage since that year (1996). Therefore, the most
important issue of the present time is to construct new reservoirs
and weirs facilities to generate a large amount of water for the
using of Jui-Fang, Lon-Lon and Liow-Tu public water supply.
