Why the Bin-nan industrial zone, which generally considered harmful to the precious Chi-gu lagoon, is still holding on the process of EIA ? Why can''t the EPA reject this project? Those were the main points this report concerned. This report begins with the description of the close relationship between the villagers of Lon-san and the Chi-gu lagoon. Villagers make living mainly by oyster raising and fixed-net fishing in the lagoon and would be serious threatened by the construction of the Bin-nan project, which will landfill sixty percent of the lagoon. There are also a supporting group, called "the Big Chi-gu" who support the construction of Bin-nan. They have their reasons, too. The main purpose is to understand why so many project generally considered harmful to local environment has passed the EIA review, even after the legislation of the EIA. The result shows that because of lacking of the law of Sin-jin-su-song and the low status of EPA, the EIA system couldn''t work as effectively as the United States while encountered with the political stress. At the end of this article, the author suggests let locals decide the future of the project by public referendum .
