針對現行休耕配水方式依據休耕面積率減少用水比例的合適性,本研究在整田日
數不改變的原則下,採用精密配水和現行配水兩種模式來計算輪區的營運灌溉水量,由特定
坵塊佈局所模擬出的休耕情況,對於現行休耕方式的配水量和配水模式中所得到的營運灌
溉水量,兩者間之差異量做一比較。現行休耕移用水量方式會因為休耕面積率的增大,不合
理的程度會愈大。在不同的休耕面積率,現行休耕配水量與營運灌溉水量的差異量大小有
區域性,並非為一定值,而形成最大差異量的坵塊佈局,皆為渠道輸水損失程度較小的坵塊
。精密配水模擬六腳前山輪區,營運灌溉所不足水量可高達現行配水量之1.5倍,若以水量
大小為基準,不足的水 量最多達輪區未休耕總用水量之17.7%。現行配水模擬西港工作站
輪區,營運灌溉所不足水 量可高達現行配水量之2.1倍,若以水量大小為基準,不足的水量
可高達輪區未休耕總用水量之4.9%。若小給水路末端坵塊不休耕,以輪區未休耕的總用水
量為基準,其移用水量之計算,在精密配水模式,可先求出輪區休耕個別坵塊的現行休耕移
用水率減去營運可移用水率的差異量,依個別坵塊所得的比率累加起來,作為移用水量的依
據。若以現行配水模式計算時,可依休耕面積與總面積比率減去休耕折合面積與總折合面
積比率,作為移用水量的依據。
ABSTRACT
The objective of this research is to find the applicability of
the water demand of
land in fallow in the current policy that is based on the
percentage of land in fallow
to decrease the percentage of the water demand. The accurate
irrigation and current
irrigation models are used to calculate the governing water
demand in the rotation
unit. Selecting a special distribution simulates the fallow
situation. A comparison
is made to account for the different of the water demand of
land in fallow in current
policy and governing water demand. The water demand of land in
fallow in current policy
is unreasonable because the percentage of land in fallow is
increased. The different
of the maximum water demand is regional and the conveyance loss of the fallow
distributions is small. It is found that the range of maximum
water demand of land
in fallow in current policy and inherent water demand are about 150% and 17.7%
respectively in the rotation unit of Liu-Chiao-Chian-Shan (六腳前山) by using
accurate irrigation model. Results also indicate that the range
of maximum water
demand of land in fallow in current policy and inherent water
demand are about 210%
and 4.9% respectively in the rotation unit of His-Kong (西港)
working station by using
current irrigation model. IF the fallow distribution is in the
peak of waterway, based
on accurate irrigation model, it can accumulate the different
of water demand in
individual fallow in order to calculate the percentage of
released water demand of
land in fallow in current policy. By using current irrigation
model, it can here with
the different of percentage of land and commute land in fallow
in order to calculate
the percentage of released water demand.
