Fast changing of the business environment is the most serious problem that the manager face. The changes of consumer demand、 technology environment and the entry of competition ...,all of these are challenging the manager cruelly. However, by strategic alliance, business could combine the resources they need efficiently and lower the risk that environmental uncertainties cause. The purpose of this research is to study the relationship between the environmental uncertainties and the use of strategic alliance, and the influence of value of business owner on this relationship.The study object are the small-medium size enterprises (SME) in Taiwan that receive professional advising by Small and Medium Enterprise Administration of the Ministry of Economy during Jan. 1996 to Dec. 1997. There were 1267 SMEs requested to answer the questionnaire by mail and the effective respondents were 157 sets. After analyzing those data, the research findings are as in the following:1.Five dimensions of environmental uncertainties derived from factor analysis were growth of market, general environmental uncertainty, predictability of consumer demand and competitive action, technology environmental uncertainty and need for internationalization.2.The environmental uncertainties had significant positive influence on the use of strategic alliance.3.The difference of business owner''s value had significant influence on the relationship between environmental uncertainties and the use of strategic alliance. Collectivistic owners had more significant influence on the relationship between the environmental uncertainties and the use of strategic alliance than individualistic owners; owners with low entrepreneurial orientation had more significant positive influence on the relationship between the environmental uncertainties and the use of strategic alliancethan owner with high entrepreneurial orientation.
