二十世紀是資訊的時代,教育活動透過科技來提昇教育品質,已然成為教
育上的新趨勢。二十一世紀更是「知識的世紀」,在知識爆炸的資訊社會
中教師必須不斷提昇專業知能,方能勝任繁鉅的教育工作,適應時代的需
要。教育是國家的根本,教育的成敗繫於師資的良窳,各國不遺餘力的投
資於教育改革、追求教育績效,增進教師專業教學知能及提供教師便利的
進修管道與機會。
近年來我國教師進修意願及需求日益高漲,現有的教師進修制度,無法滿
足教師進修的需求,十幾年來尚未突破。隨著資訊科技的發展,隔空教育
能提供多元化的教學環境,支援自主、多元教師專業發展的特性,使教師
能以最方便、最有效率的方式達到終生學習(lifelong learning)、適時
學習(just in time learning)與彈性學習(flexible learning)的專業發
展目標。因此,為提供台北市高中教師一個便捷而有效的隔空多元學習環
境,適應創新科技的實施,本研究以系統思考模式(System Thinking)為
主軸,實施台北市高中教師隔空教育系統發展之需求分析研究。
研究過程運用「系統化」(systematic)法則,強調建置台北市高中教師隔
空教育系統,必須按部就班藉由需求分析研究俾以周詳設置系統的需求;
其次,在需求分析研究的思維運用「整體化」(systemic)法則,強調整體
性動態的發展過程,系統內各種相關因素做全盤考量,包括影響台北市隔
空教育系統的研究對象(媒體專家、隔空教育專家、高中教師專業發展專
家、教學設計專家、台北市政府教育局行政人員及高中教師),包括隔空
教育系統內各因素為研究構面(系統硬體設備、教師使用系統設備知能、
教師專業發展內容及系統的行政支援與管理);最後,綜合的系統思考,
以文
獻分析、訪談為研究方法,並將研究資料交叉檢核、歸納分析而得理想的
目標及實際現況,比較理想與現況的差距而得需求內涵,研究結論台北市
高中教師隔空教育系統發展之需求。

研究結論分述本研究定義的四個研究構面之需求,包括:
一、 台北市實施高中教師隔空專業發展之硬體設備需求
必須建置一個完整的隔空教育機構、傳輸通路的洽租及網路通道的
改善,充實學習端的設備。
二、 台北市高中教師使用隔空教育系統設備的知能
高中教師必須「能夠」且「正確」的運用隔空教育系統,必須培訓
教學系統的知能、傳輸媒體的知能及掌握媒體傳輸訊息特性的知能。
三、 台北市高中教師隔空教育系統發展的學習內容
包括:學科專業知與技能、教育專業知識與技能及教育專業精神。
四、 台北市建置高中教師隔空教育系共應增設的行政支援與管理
就行政支援而言,包括財力支援、人力支援;就行政管理而言,包
括一般行政管理、教學事務管理、入學許可及註冊管理、教材製作管理、
教材寄送管理、教學評鑑管理、諮詢輔導管理、學習資源管理。

最後,根據研究結果提出建議:
一、 對教育行政的建議
包括建議教育科技人員的聘用、釐清隔空教育目標、確認系統觀之
需求分析、漸進式引用科技及未來發展的定位等。
二、 對後續研究的建議
包括建議拓展未來研究對象及擴充研究構面等。
Thanks to the explosion of information, technology becomes an
inseparate part of promoting educational quality. Therefore,
teachers have to work hard on pursuing continuous professional
knowledge. Besides that, countries all over the world also
spare no efforts on educational reform and give many training
chances to promote educational achievement and teacher
professional expertise
Owing to the traditional teacher training system can not afford
to the uprising demand of teacher training, distance education
becomes an alternative to solve the problem. With diverse
learning environment which meets the requirement of teacher
professional development, distance education becomes the most
convenient and an efficient way for teachers to reach the goal
of life-long learning, just-in-time learning and flexible
learning.
For providing a diverse learning environment for senior high
school teachers in Taipei, this study systemically analyze the
need of distance education system for teacher professional
development.
Via systemic approach, the need of teacher distance education
system can be set up completely step by step. Moreover,
systemic thinking is also used to make a sound consideration of
other relevant factors when developing systems.
Research subjects include media specialists, distance education
specialists,senior high school teacher profession development
specialists, instructional design specialists, the
administrative personnels of education of Taipei, and senior
high school teachers who influence the development distance
education system.
Other factors such as system hardware, teacher''s knowledge of
using technology, contents for teacher professional
development, and the technical support and management of
administration that constitute the system of distance education
are also considered.
Through the literature review, interview, cross check and
analysis of data, this study draws a conclusion of four need
factors when building the distance education system for senior
high school teachers in Taipei.
The first factor is to establish an institution of distance
education that contains well-constructed networks efficient
communication, and high performance client equipment.
The second factor is to reinforce the knowledge of operating
distance education system. Knowledge such as the use of
distance technologies, use of mass media, and the features of
mass media should be included.
The third factor is to strengthen teacher''s professional
knowledge such as subject matter knowledge, education
professional knowledge, and education professional spirit.
The forth factor is to add the support and management of
administration in distance education system such as financial
and manpower support. Administration management includes
administration management, teaching matters management,
entrance and enrollment permission management, teaching
material manufacture management, teaching material distribution
management, teaching assessment management, student counsel
management, and learning resource management.
At last, two suggestions are concluded according to the needs
analysis of this study.
First, to recruit people with educational technology
backgrounds, to decide the goal of distance education, to
confirm systemic needs assessment, to emerge new technologies
gradually ,and to define the goal and development phases of
associate systems programs.
Second, since the target of this study focuses on senior high
school teachers, for further research, the target audience
should include different levels of teachers as well as research
scope.
