  由於資訊系統的快速更替,使得民間企業為滿足其內部資訊作業之需
求,必須承受很大的工作負擔,政府部門的情況亦是如此。因此,幾乎各
級政府負責資訊處理的部門,在人力、物力的考量下,也多採用資訊作業
委外的措施,而當部份民間企業為求組織扁平化而將資訊作業整體委外之
際;近一、二年來,政府部門為提升國家競爭力,也開始熱烈地討論資訊
系統整體委外的可行性。  然而國內相關委外研究課題中,幾乎未見對
政府部門委外之探討研究,本研究借由國內政府部門各級單位的實証調查
,擬對此課題進行研究,進而瞭解目前政府資訊單位資訊系統委外的現況
以及所遭遇的問題;首先利用國內外文獻之收集與分析,建構了一個政府
單位資訊委外之研究模型,利用此一模型為基礎,設計了一份開放式之訪
談問題,並鎖定了三個中央層級之政府資訊單位,進行了實地訪談。此外
利用訪談的結果,設計一份實証問卷,並針對目前國內195個政府單位進
行郵寄問卷調查研究,以探討不同組織特性、委外方式、委外利基因素、
委外阻力因素之認同下,其委外比例、委外項目及委外滿意度之間是否存
有差異性,並有多項重要發現。
Information systems have been undergoing some rapid changes
these years. All private enterprises and organizations are under
a lot of pressures on how go fulfill their requirements of
information system, and so is the government department.
Therefore, almost all of government''s information departments
are outsourcing under the consideration of manpower and resource
shortage, while private enterprises are doing the same thing for
their information system to flatten the organization''s
structure. Recently, the government departments are beginning to
discuss the total outsourcing of information system, in order to
be more competitive in the future. After studying a lot of
local literature, we have not found any domestic articles
discussing on the issue of government information system
outsourcing. Thus, an exploratory research to figure out the
profile of this question will be conducted in this research by
interviewing a few information executives of the central
government. A research model was first constructed by analyzing
the foreign and local journal articles. Secondly, based on this
model, an open-answer questionnaire was designed and used in the
face-to-face interview conducting on three central government
information centers. Finally, by using the results of the
interview, we analyzed the 195 selected central government units
by the mailing process of the questionnaires. This research
focus on the difference between outsourcing rations, outsourcing
items and outsourcing satisfaction under the recognition of
different organization qualities, outsourcing methods,
outsourcing benefit, and outsourcing weakness. Some important
findings have been discovered.
