國內推行產源分類方式進行資源回收之政策已行之有年,但目前成效十分有限。此外,國內大型垃圾焚化廠可能面臨實際垃圾熱值過高或過低之問題,因而在垃圾處理量及發電效益上無法達規劃設計時之水準。因此,本研究提出以設置垃圾前處理廠為因應之措施,除可回收資源物外,尚可調整垃圾性質,在搭配部份經前處理之生垃圾後,使送進焚化廠垃圾之熱值接近設計熱值,以提升焚化廠之處理效能。因應配套措施可分為兩類:

(1)對於實際垃圾熱值高過焚化廠設計熱值之情況
垃圾前處理廠之設計目的為回收資源物,並使產物熱值降低,將此低
熱值產物與生垃圾搭配送入焚化廠焚化,以同時提升垃圾焚化量及發
電效益至設計值。如早期設計熱值較低之內湖廠、木柵廠、新店廠、
樹林廠、台中廠等可適用此方式。

(2)對於實際垃圾熱值低於焚化廠設計熱值之情況
除了回收資源物之外,垃圾前處理廠之設計目的還必須使產物熱值提
升,以將此高熱值產物與生垃圾搭配送入焚化廠焚化,以同時提升垃
圾焚化量及發電效益至設計值。設計熱值較高的焚化廠如八里廠、高
雄中區廠、高雄南區廠則可考慮此種方式。

針對垃圾前處理廠及焚化廠搭配之問題,本研究提出一系統分析程序。而為了使垃圾前處理設備能與焚化廠更有效之相互搭配,本研究特別建立一目標規劃模式,期使在區域性垃圾收運處理系統中,透過調整垃圾服務區之方式,並在滿足焚化廠之設計處理量及設計熱回收率之情況下,求出垃圾前處理廠之最佳設計容量。為了將系統參數之不確定性包含在模式內,本研究結合灰色系統理論與目標規劃模式而發展出灰色目標規劃法,可進一步使規劃結果包含不確定性以及評估方案及決策更具彈性。

本研究亦對國內第一座國人自行研發日處理量 300噸之垃圾前處理模廠進行了完整之功能測試,此模廠可生產高熱值產物,故以八里焚化廠為例進行評估,分析結果顯示,設置垃圾前處理廠將可提升焚化廠之處理效益,而前處理廠之最適化設計容量,在具有工程不確定性之環境,可透過使用灰色規劃,得合理之設計值,提升灰色規劃之應用潛力。
In order to increase the effectiveness of resource recovery, the policy for encouraging source separation and material recycling has been promoted for over eight years. Limited outcome of such a policy accelerates a new thinking regarding an installation of possible pre-treatment facilities prior to incinerator. This approach is designed for not only improving the effectiveness of material recovery but also enhancing the combustion efficiency. For achieving these objectives of throughput requirement and energy recovery, this study addresses two strategies with regard to practical engineering issues:

(1) the actual heating value of solid waste streams is larger
than the designed heating value of incinerator:
The installation of pre-treatment facility may not only
produce products with lower heating value, but promote
incineration efficiency by removing non-combustible
materials. Incineration plants with lower design heating
value, such as Nei-Hu incineration plant, Mu-Cha
incineration plant, Hsin-Tein incineration plant, Shu-Lin
incineration plant, and Tai-Chung incineration plant, are
suitable for using such a strategy.

(2) the actual heating value of solid waste streams is lower
than designed heating value of incinerator:
The installation of pre-treatment facility may have
both functions of recycling secondary materials and
generating RDF such that the heating value of waste stream
destined to incinerator can be increased.

To ensure a proper integration of pre-treatment facility with both designated service areas and target incinerator, this study addresses an advanced system analysis technique -- a grey goal programming model -- for evaluating the shipping strategy and design capacity of pre-treatment facility. Throughput requirement and energy recovery are designed as two goals with fixed target values in the grey goal programming model. It would generate more flexible alternatives in the decision making process.

It is delighted to proclaim that the first self-designed pre-treatment facility located in Tainan county with a design capacity of 300 tonnes/day has been fully tested in this study. Furthermore, the test results show that it is applicable to Pa-Li incinerator as a feasible pre-treatment facility.
Overall, this study pinpoints two new findings. One is the installation of pre-treatment facility can improve the incineration efficiency and management benefit. And the other is grey goal programming may be used as a promising tool to determine the design capacity of pre-treatment facility under uncertain environment.
