臺灣博碩士論文加值系統

我國將於1999年開放固定通訊網路業務，因此電信新進業者必須瞭解世界通訊科技的新趨勢、電信服務的新發展、促進公平競爭的相關法規、以及全球電信市場競爭的新型態，才有助於我國的電信發展能跟得上世界電信市場發展的腳步。
有鑑於此，本論文主要針對以上四方面進行探討：在固網通訊技術方面，分別探討通訊網路架構的發展趨勢，以及針對VOIP之接取、傳輸以及交換技術現況與未來發展；在促進公平競爭的相關法規方面，首先介紹美國新版電信法以及WTO全球電信自由化協定對電信自由化的影響，再分別針對外資比例、有線電視與電信跨業經營、公用事業、網路接續以及普及服務等議題加以探討；在固網通訊服務發展之新趨勢方面，探討固網服務之演進趨勢，以及介紹Internet over Cable、Cable Phone、Bypass、Resale以及整合服務等新服務型態；在國外固網競爭之經營型態與經驗方面，探討電信市場競爭型態之轉變以及電信全球化的發展，並介紹結盟併購案例以及其所產生的影響。最後並介紹我國固網開放之現況與發展。
本論文所探討的四個主題總結心得如下：
1.通信網路技術未來將朝向數位化、寬頻化、封包化及整合化發展。
2.國外促進公平競爭之相關法規皆有完善的規定，我國應詳加參考。
3.通訊服務發展愈來愈多元化，而通訊型態則朝向創新服務、整合服務以及顧客需求導向的趨勢發展。未來將以整合數據、語音和影像的多媒體服務和互動式服務為主
4.營運獨佔、網路獨立、國界分明的電信市場，將轉變為自由競爭、多元化、整合型、全球化競爭的市場型態。而策略聯盟也成為電信業者擴張版圖最快速、最經濟的方法。

Taiwan is planning on opening up the fixed network telecommunications services by end of 1999. This thesis explored the trend of telecommunications technologies, the opportunities of new telecom services, the regulations reguired to foster fair competition in a liberalized telecom market, and the competitive strategies and alliances of key players in the global telecom market.
The findings were summarized in the following :
1. The fixed network telecommunications technologies are evolving towards digitization , broadband , packetization and integration. VOIP and Internet technologies will dominate the future network development.
2. Both US and WTO have thorough regulations to govern a liberalized telecom market, including network interconnection, public utility companies entering the telecom market , cable TV and telecom crossowership ,and universal service etc. These regulations could serve as references to Taiwan''s legislators and regulators.
3. Keen competition will be the conseguence of telecom market liberalization. Therefore , network service providers have been offering innovative new services, bundled services, as well as individualized service features such as Internet over Cable, Cable Telephony , Bypass , Resale , One-Stop-shopping, Single Bill and even Single Tariff for all services types.
4. Most countrys'' domestic telecom markets used to be monopolistic operation, independent networks and limited within country boundaries. However, the evolving trends are on competition , versatility , integration , and globalization . The fastest and most effective was to expand the territory in the global telecom market is through merger/acquisition or strategic alliance.
The recommendations of this research has geared towards the policy makers, the incumbent operator , the competitive operators and the general public
