本研究之主要目的，在於運用混沌理論批判剖析我國「教師法」之立法與實施，並提出混沌理論對教育法規的啟示。為符合混沌理論的意涵，本研究利用三種研究方法蒐集資料，分別是內容分析法，蒐集報紙輿論資料；半結構式訪談法，蒐集教育體制內的人士對教師法立法與實施的看法，研究對象共28位；及以台灣地區627位成年人為研究對象，施以問卷調查法。最後，進行質的資料分析及統計分析。本研究之重要發現如下：
一、教師法的立法與實施過程符合混沌理論所謂，社會是
一複雜、動態的結構，具有非線性的特質，並具有回
饋之機制。
二、社會系統中存在許多異形吸盤，此異形吸盤即是社會
大眾對教師法的各種反應，這些反應會左右教師法未
來的發展。
三、教育系統具有混沌共相，混沌之中隱藏理性和秩序。
四、造成教師法規修正之背後動力，包括介聘、申訴、教
評會，恰如混沌現象中之異形吸盤，牽一髮而動全身。
五、系統的初始狀態，往往具有決定性的重大影響。

The purposes of this study were to explore and criticize the "Law of Teacher" in Taiwan based upon Chaos Theory, then to bring up the lessons from Chaos Theory in order to improve the future direction of revision of "Law of Teacher".
This research proceeded with theoretical and practical research. In theoretical study, it used documentary analysis to probe the ideas on the newspaper in relation to "Law of Teacher". In empirical study, it collected the perceptions of 28 educators by semistructural interview and studied the aspects of 627 citizen in Taiwan through questionnaire survey.
The findings of this study are:
1. The educational system as well as the social system are a complex, dynamical and nonlinear structure.
2. There are many strange attractors hiding in the society. Strange attractors could be the ideas and behaviors of human beings.
3. Both educational system as well as societal system have the same characteristics that is order behind the chaos.
4. Strange attractors usually influence the system and change it.
5. System events also are sensitive to initial conditions. Slight differences of initial conditions can significantly affect subsequent the outputs, and then feeds back into the system as input.
