本研究的主要目的，在於瞭解目前台灣省國民小學教育人員所知覺的學習型組織發展現況；並進一步分析不同背景變項的教育人員所知覺的國小學習型組織發展之差異情形及預測力，以作為未來學校建構學習型組織時之參考。
首先，研究者先討論學習型組織理論的相關研究；其次，提出研究架構、編製「國民小學學習型組織現況知覺調查問卷」、實施問卷調查，以瞭解目前國民小學教育人員對學習型組織的感受與知覺；最後，將研究結果分析並討論。
本研究之研究方法乃透過問卷調查法瞭解目前國民小學教育人員所知覺的學習型組織發展現況。在問卷調查法中，以自編的「國民小學學習型組織現況知覺調查問卷」為主。此問卷係以Senge所提出的五項修練為研究主要層面，即自我超越、改善心智模式、建立共同願景、團隊學習、以及系統思考，並以學校行政與教學實務為問卷內容，對國民小學組織運作作綜觀式探討。
本研究以分層隨機抽樣抽取台灣地區108所國民小學，共有1,105位學校教育人員做為樣本，扣除無效問卷，以1,006份有效問卷進行統計分析，並加討論。綜合文獻探討及調查研究結困得到以下結論：
一、國民小學學習型組織現況知覺大致良好。
二、國民小學組織具有學習型組織之認知，尤其在自我超越層面頗佳。
三、不同性別及服務年資之校長所知覺的國小學習型組織發展現況並無
差異。
四、不同學歷的校長所知覺的國小學習型組織發展現況有差異。
五、國小學習型組織發展會因教師人口變項的不同而有差異。
六、不同學校地區的教育人員所知覺的國小學習型組織發展現況中並無
差異。
七、不同學校規模的教育人員所知覺的國小學習型組織發展現況有差
異。
八、在校長不同背景變項中，以「最高學歷」最能解釋並預測學習型組織。
九、在教師不同人口變項中，以「擔任職務」最能解釋並預測學習型組織。
十、在不同學校背景變項中，以「學校規模」最能解釋並預測學習型組織。
根據研究結論，提出以下建議：
一、對教育行政機關的建議
1、打破學校科層體制組織結構，落實學校本位管理。
2、建立教師分級制，強調教師專業自主能力。
3、貫徹小班小校政策，形塑學習型學校。
二、對國民小學的建議
1、致力於校內自我導向學習與專業成長，凝聚團隊學習的功能。
2、實施行政工作輪調制度，建立學校共同願景。
3、建立新進成員輔導制度，形塑同僚專業互享氣氛。
三、對未來研究的建議
在研究對象、研究變項、研究工具、研究方法、研究內容方面提出未來研究之參考。

The main purpose of this study was to investigate current developmental situation of Taiwan elementary schools’ educators perceived learning organization; Moreover, it delved deep into the various backgrounds of elementary schools educators’ differences on learning organization.
The major instrument “Elementary School Learning Organization Awareness Questionnaire” was designed to Senge’s the fifth discipline─personal mastery, mental models improvement, shared vision, team learning, and systems thinking. 108 schools throughout the Taiwan province were selected to dispatch 1,105 copies of questionnaire.1,006 effective samples that were actually acquired. The data of questionnaires had been processed for statistical analysis under the “SPSS” statistics packaging software 7.0 for windows and came up with the following conclusions:
Ⅰ.Most of the educators perceived learning organization current situation were good, especially personal mastery.
Ⅱ.There were significant differences in the elementary schools principals’ perception of learning organization in term of the academic degree.
Ⅲ. There were significant differences in the elementary schools teachers’ perception of learning organization in term of the sex, seniority, academic, degree, and duty.
Ⅳ. There were significant differences in the elementary schools educators’ perception of learning organization in term of the schools’ size.
Ⅴ.The academic degree of the elementary schools’ principals was the most positive predictor of learning organization.
Ⅵ. The duty of the elementary schools’ teachers was the most positive predictor of learning organization.
Ⅶ. The schools’ size of the elementary schools’ educators was the most positive predictor of learning organization.
Based on research results, the study proposes the following suggestions:
Ⅰ.Administrative authority: 1.break the rigid hierarchical structure to implement school-based management. 2.build a teachers-stage to reinforce professional competence. 3.implement the policy of reducing class size to develop a school of learning organization.
Ⅱ.Elementary schools’ educators: 1.develop self-regulation to reinforce team learning. 2.adopt work the round system of school mission to build shared vision. 3.build a consultative system among novice teachers to shape collegiality.
