We study the dynamical model of pion-photoproduction. The born term is constructed form effective Lagrangian. Several pion-nucleon final state interactions are examined and compared with recent experiment data. We find that the pion-nucleon rescattering process contributes significantly to the small amplitudes in pion-photoproduction. For the small amplitude E1+, for example the contribution from pion-nucleon rescattering is larger than from the bare process near delta resonance energies. The bare ratio E2/M1 extracted from the pion-photoproduction is sensitive to the off-shell properties of the pion-nuclen scattering models.
