本論文中針對次世代網際網路中保證服務品質的點對多點(point to multipoint)連線服務設計一種以網路資源用量為導向的收費方案。收費方案的 設計目標為：(1)對發送端提供合適的誘因控制，以達到使網路資源的使用更有效率。(2)公平地分攤多點服務的費用至各個參與會員身上。所考慮的範疇主要包含了四項研究工作：
(I)針對保證服務品質的點對多點服務連線之收費問題的描述及探討。
(II)回顧有效頻寬(Effective Bandwidth)及保證服務品質的概念，並研究以有效頻寬為導向的收費方案(CSEB)和現有的在多點連線的成本分攤方式。
(III)設計以群體網路資源用量為導向的收費方案。
(IV) 設計公平分攤群體費用至各個參與會員之方案。

In this thesis, we study and design a usage based charging scheme for point-to-multipoint(PTMP) multicast services with guaranteed QoS in next generation Internet. Design objectives are (1) to provide incentive control to the sender so that network resources are used as reserved and (2) to allocate group cost fairly to individual members. There are four research stages:
(I)Charging problem formulation for PTMP services with QoS guarantee,
(II)Review of the concept of EBW for QoS guarantee, and EBW-based unicast charging and multicast cost allocation schemes,
(III)Design of group usage charging scheme, and
(IV)Design of fair member fee-allocation scheme.
