企業的營運目標為在有限資源下提供顧客最滿意的服務。通常要提高整體企業資源的使用效益,可藉由資訊科技的輔助,來妥善分配與協調企業資源,使資源能有效的被利用,而提供顧客最滿意的服務,其作法不外乎是滿足顧客的期望。要達成提高顧客滿意度的目標,除了製造/生產技術的改進外,企業需要發展一個能整合採購運籌(inbound logistics)、生產運籌(production logistics)及配銷運籌(outbound logistics)的全面訂單管理系統,藉由企業營運策略、市場行銷、製造規劃與控制、產品研發、配銷等功能的整合,並透過資訊科技的輔助,來加速資訊流通的速度,使企業能從顧客詢價開始經由訂單的處理(order processing)最後到訂單的滿足(order fulfillment)等過程中,提供快速、即時且正確的服務給顧客。
有鑑於此,本研究的主要目的為發展一個全面訂單管理系統的發展方法,並依此建立全面訂單管理系統的參考模式(包含功能架構與主要流程)。主要作法從企業營運的需求分析,引進全面訂單管理參考模式,作為建立全面訂單管理系統的基礎,並經由企業控制模式(Business Control Model; BCM)分析,以建立全面訂單管理系統的功能架構,再根據不同產品定位策略的特色,延伸之前所建構的一般性全面訂單管理系統功能架構,建立在不同產品定位策略下的全面訂單管理系統功能架構。最後,藉由全面訂單管理系統功能架構的分析及顧客訂單滿足的營運流程分析,以歸納全面訂單管理系統的主要流程。
The purpose of business is to provide the customers with the highest level of service under the limited resource. Generally speaking, in order to enhance the enterprise resource utility effectively, information technology is usually employed. In order to provide the customers with the highest level of service, enterprise not only needs to improve the production technology, but also to develop a total order management (TOM) system that can integrate the inbound logistics, production logistics, and outbound logistics. To integrate the business strategy, sales and marketing, manufacturing planning and control, product development, and distribution functions, and by dint of the information system to accelerate the information flow from order fulfillment through customer inquiry and order processing, provide the customers with quick and accurate service.
Therefore, the objective of this research has two folds: (1) develop a TOM system development method, (2) provide a TOM reference model (including system architecture, functions, and primary processes). The proposed approach of developing a TOM system can be divided into three phases: (1) identify a TOM strategy and its corresponding core processes, (2) design a TOM system architecture and functions based on the TOM reference model and the business control model (BCM), and (3) provide the generic primary processes in a TOM system through analyzing the characteristics of customer order fulfillment processes.
