臺灣博碩士論文加值系統

冷戰時以「圍堵嚇阻」為主體之國家與軍事戰略設計，或權力政治主導的戰略研究，考量冷戰二元國際體系結體對安全環境所造成的影響，以及後冷戰時期的安全環境變化，各種理論觀點不乏嶄新內涵修正與展望，本論文將就現實主義與權力均衡、意識型態層面，乃至自由主義國際關係理論發展等方面分別予以闡述，嘗試以較為客觀的整理評述，描繪出後冷戰時期美戰略設計的背景環境。

而在對外決策或戰略建構的背景基礎方面，由美國歷史傳承、對外經驗，與政治文化出發，建立美國自身包含孤立主義、國際主義、現實主義與理想主義之戰略取向體系，並進而依據軍事戰略及軍事工具的決策性質，找尋其支持各項國家戰略與軍事目標的型態與運作方式。至於構成戰略設計之手段，則在安全環境發展影響戰略取向多元化的前提下，放棄強調未來美國戰略設計「應然發展」的論述方式，而期望以整理歸納各種相關理論、運作觀點，以及其所衍生之對未來美國戰略設計的不同主張，得出較能涵蓋全面發展方向的各種「基本戰略型態選項，透過限縮戰略、選擇接觸、合作安全與全球領導等模式選項，以作為分析評述美國實際軍事安全戰略規劃與運作的架構。

在將所得出之「基本戰略型態」架構運用至實例檢證上，以介紹與論述布希與柯林頓總統任內國家戰略與軍事安全戰略建構為主體，藉此在政策宣示、文獻與規劃資料上，得出其所蘊含之國際觀、建構背景、軍事安全戰略理念，乃至規劃限制等，且就動態沿革方面，透過述任國家領導與國防主事者的更迭，亦可藉此觀察在後冷戰環境下，美國行政與國防部門在戰略設計與規劃的發展趨向。而所獲致的戰略研究架構，以及美國未來軍事安全戰略走向暨影響評估，亦可給予亞太區域戰略研究，以及台灣自身安全戰略上的參考。

After the cold war, the realism theory-oriented strategic studies are challenged by the new trend of security environment in the post -cold war era. Some other factors, such as ideology conflicts and liberalism international relation theories are also related to the explaination of the future development of security issues. In order to adapt the new national interests and strategic goals, the U.S. strategy of Deterrence and Containment must be reconsidered and reconstructed.

Based on the U.S. political tradition and foreign policy experiences, the thesis is trying to describe a framework of strategy
-making tendencies through internationalism, isolationism, idealism and realism orientations. According to the nature of power in the military dimension, the U.S. military power in the new global environment will need a broader definition of national interests and strategic goals. The thesis will use multi-vision of "four forms of strategy" as a framework to explore the U.S. national and military security strategy in the post-cold war era. The four strategy forms are "strategy of restrain", "selective engagement", "cooperative security", and "global leadership".

By introducing the contents of the Bush and Clinton administrations'' national and military strategies, the thesis will find not only the major goals of U.S. military strategy, but also the guideline of future defense resource distribution, force construction and development. It also seeks to trace the changes or the future trends comparing to the different administrations'' military security strategies.
