  我國的產業向來以中小企業為主,一般缺乏資源及能力,在邁向資本密集與技術密集能力有限,造成產業技術升級的瓶頸。中小企業在取得外部技術途徑方面,育成中心(incubator)被視為有效方案之一。育成中心經由提供場所、設備、技術支援、商業服務、專業諮詢等資源,可以有效降低中小企業在取得或開發技術時的相對成本及風險。
本研究為瞭解國內中小企業以育成中心進行新產品開發的現況,採用個案分析法,針對工研院、中科院、中原大學與明水等四家育成中心及其進駐廠商為研究對象,除了研究中小企業進駐育成中心之行為外,也探討了影響該行為的相關因素。
本研究發現中小企業利用育成中心進行新產品開發的行為,即是取得育成中心所屬單位資源的行為,新產品開發為此一資源取得行為的表徵,而育成中心則是扮演促成資源取得的媒介,本研究所謂之資源取得,是指組織利用購買、模仿、學習等手段,使組織擁有該資源的行為。本研究以育成中心所能提供進駐廠商取得之資產資與能力資源為基礎,將育成中心分為三類:全功能型、能力提供型、資產提供型;並廠商之進駐行為分為三類:技術強化型、技術發展型與資源彌補型。其中,技術強化型與技術發展型的進駐廠商主要以合作研發的方式取得技術資源,而資源彌補型的進駐廠商主要透過市場機制取取得非技術資源。
本研究根據研究發現發展出三個研究命題:1.育成中心類型會影響進駐廠商所取得資源之類型命題2.育成中心可提供資源特性會影響進駐廠商資源取得的方式命題3.環境因素會影響進駐廠商的類型。
The small-medium enterprises (SMEs) though count over 97% of Taiwan’s firms, are limited to the lack of capital and resources in general, and cause bottleneck on accumulating their technology and capital. Thus outsourcing, such as incubator, seems to be a feasible way for technology acquirement. Through offering space, equipment, technology support, business service and professional consultation, incubator plays an important role in reducing cost and risk for SME in acquiring or developing technology.
Four incubators, ITRI, CSIST, Chung Yuan Christian University and Ming Suei Incubator, together with their tenants are selected for case study to understands the mechanism and related factors of how the SMEs developing new product with incubator.
This research finds that developing new product via incubators is a resources acquiring behavior, while the incubator acts as the promotion interface. Resource-acquirement by our definition, is the behavior how an organization owing the resources via purchasing, imitating, learning and so on. Based on the resources that the incubators can offer, we classify the incubators into three types, all-rounder, capability supports and asset support; the tenants are also classified into three types, technology reinforce, technology developing and complementary. Among these relationships, tenants of technology reinforcement and technology developing acquire the technological resources via co-development, and complementary tenants acquire the non-technological resources from market.
Three prepositions are derived as follow:
1. The typology of the incubators would affect the typology of the tenants.
2. Resources offered by the incubator would affect how the tenants acquire the sources.
3. The environment factors would affect the typology of the tenants.
