As the major projects are relatively increased, which with large size and in substantial large dollar amount consist of special, difficult and highly technical requirements. In addition, they are facing the complication on environmental requirements recently, tendering strategy policy which influences the success of the project must be carefully determined. The purpose of the tendering strategy policy is mainly to seek appropriated contractor and meet requirement of employer to complete project on time at specified quality and achieving reliability within reasonable profit, thus form a win-win situation. While for major projects due to its size and involving of large amount, tendering policy should be carefully planned. The topic of this paper is the study of the tendering policy on major projects, among them the majority were governmental invested public work projects. The studies including relative regulations in decision making process for the tendering policy, tendering formations and using Taipei Transit tendering experiences as example to study major projects’ tendering policy. This study within the individual life cycle of the project shows how suitable tendering policy will be adopted. The details includes segregated contract, contract mode, lendering formations. And all of them will be deeply analyzed, notably the article will explore and analyzed major contract mode and the appended contract mode on current project’s tendering policy. Contract mode, which decides project’s management style and its suitability, will influence project’s execution and success. Therefore, the adoption of correct contract mode will be vitally important to tendering policy. From study and analysis of the definition of contract’s mode, management structure between employer and the contractor, contractor internal organization structure, procedural flow chart and special process character, present to decision maker a comprehensive understanding of different contract mode. Based on analysis of the progress of tendering policy from major project like Taipei Transit works projects. We can find Tendering policies were modified gradually in Taipei transit programs starting from initial stage of net work to post stage of net work, due to change of time and circumstances. Those treasure experience and technology in major project can be a pattern to this career in the future. Specifically use the successful Taipei Transit’s Chung-Ho line tendering policy as a demonstration case to understand the relationship between tendering policy and construction, management style. Referencing to Governmental Purchase law and forthcoming entering of WTO, based on understanding of all different contract modes and analysis of Taipei Transit’s experiences as examples on project tendering policy, considering project’s specialty, duration, resources, environmental restrains and make comprehensive tendering policy study. Thus to provide a standard reference on Major projects’ tendering policy for decision-makers in future projects. This study analyzes tendering policy experiences of major from Taipei Transit, could be suggested that available to major projects’ tendering policy as standard reference. In the whole engineering environment of variety, from Governmental Purchase law to forthcoming entering of WTO, the suggestion of this study refers to tendering policy would be helpful.
