隨著無線通訊技術問世以來,其移動的特性為我們帶來了許多的便利性,讓我們可以隨時隨地與他人通話,進而縮短了人與人之間的距離。在系統方面也從第一代類比式進步到第二代的數位式,提高了容量與保密性等問題,強化了用戶的服務品質(QoS),因此吸引了大量的消費者,為電信業帶來一片欣欣向榮的商機與利機。
在第二代通訊系統之前,電信業者皆以通話作為客戶主要的服務項目,短訊或收發電子郵件等為加值性服務,然而在未來的第三代無線通訊系統(Third Generation Wireless Communication System)中,80%將是屬於行動多媒體傳輸,20%才是一般語音呼叫,其提供使用者行動上網 (或稱行動網際網路Mobile Internet)的服務來存取網路中豐富的資源,這當中可能包含了即時性(real time)與非即時性(non real time)的資料內容,所需要的傳輸速率也勢必提高,因此必須對過去的技術加以改進,提出新的解決方案。
基於這種需求,因此在整篇論文中,作者會先介紹何謂新一代無線通訊系統以及一些重要的相關技術議題,例如:為了達到行動上網所發展出的行動IP(Mobile IP)或蜂槽IP(Cellular IP)概念,多層次(Multi-Tire)蜂巢網路架構等。接著,再以多時槽(Multi-Time Slot)與多碼(Multi-Code)技術作為基礎,並在IMT-2000的規範下,提出動態速率指定演算法(Dynamic Rate Assign Algorithm),研究如何在傳輸過程當中,動態地由基地台根據當時的通話流量與傳送資料種類的優先來調整(增加或降低)使用者目前所用的傳輸速率,同時亦使得系統有限的頻寬資源獲得最有效的利用。

With the mobile communication techniques development, it provided us a more convenient life. The mobile communication techniques make that people can talk with each other any time and anywhere, and reduce distance between people and people further. The System also progresses from the first generation to the second generation, it solves the problem of the capability and the security, and it strengthens the QoS of the user. It brings the flourishing chance and profit for the telecommunications.
Before the second generation communication system, all of the telecom are focus on voice and let voice be the main service item. Short message and E-mail are the added services. But in third generation wireless communication system, 80% of service is the mobile multimedia transfer, 20% is the common voice call. It provides users Mobile Internet service to access the rich resources that maybe include real time and non real time data content in the network. Therefore, require rate is must be increase. We must improve the techniques in the past and present new solution.
Based on this requirement, this paper will introduce what is the new generation wireless communication system and discuss some important technique issues about this, for example, mobile IP, cellular IP, Multi-tire, and etc. Then, this paper will present the dynamic rate assign algorithm that not only conform the norm in IMT-2000 but also is based on Multi-time slot and Multi-Code technique. The algorithm investigates how the base station dynamically adjusts the transfer rate that the user used according to the traffic load at the time and the type of the transfer rate in the transfer process. It let system access the limited resource efficiently.
