中央與地方政府間的財政關係是公共財政中的一個重要課題。能否合理地劃分中央與地方的稅收和支出權力、合理地確定中央對地方之間的補助，將直接影響到各級政府財政收支的平衡、總體經濟的穩定、公共財與服務的數量與質量和地區間的均衡發展。本文所要探討的主要問題包括：影響中央與地方財政劃分的因素、透過政策網絡理論來檢驗英國地方財政制度並期望透過政策學習為台灣當前面臨的問題尋求解決途徑。
本研究的第二章從國家與社會間互動關係的面向切入，透過統合理論與政策網絡理論來分析影響中央與地方財政劃分的因素。第三章則針對美國與英國的中央政府與地方政府間支出責任的劃分、課稅權的劃分、中央給與地方的補助等面向來探討中央與地方的財政關係。綜合而言，美國三級政府間權限的劃分就深受聯邦體制的影響，而英國實施久遠的地方自治對中央與地方間的權限劃分亦有相當程度的影響。第四章針對英國的地方財政制度作一介紹，包括英國地方政府架構、英國租稅制度及地方財政、英國地方財政制度的發展及英國地方政府的特色。英國地方稅的課稅稅率由議會決定，且各項補助皆有其依據並加以公式化，避免人為因素的影響，完整的補助制度，不可指定用途且按照地方財政努力程度加以補助是英國地方財政制度最大的特色。第五章則希望透過政策學習，以英國經驗對台灣未來之改革作出一些建議。英國的的地方自治之所以為世人所稱道，實導因於行政立法合一的地方議會及專業的政策社群、議會決定稅率及公式化的國庫補助金制度及市場競爭理念與地方政府間的整合機制。因此，透過政策學習，作出以下兩項建議：（1）成立「中央--地方政府委員會」，透過這個委員會來達成政策的協商；（2）建立績效監測機制， 將績效評比結果作為財政補助之主要考慮。第六章結論則針對台灣未來應努力的方向建出一些建議。

The fiscal relationship between central and local government is an intriguing issue of public finance. The balance on taxation, the prosperity of the towns the stability of the country s economy as a whole, are all directly affected by whether the decision maker is able to justly, and accurately divide the taxes and render an appropriate budget share regarding the needs of different towns and district.
This paper will first of all focus on the factors that should be taken into consideration in standards of taxation as well as budget planning. Secondly, through the policy network theories this paper tries to analyse Britain s local finance system. Thirdly, this paper through policy learning to solve some of the economic issues that the Taiwan government has to face in the near future.
The second chapter of this research can be summed up as the introspective tangent on political government with its co-existing economic society, through corporatism theories and policy network theories. We had examined the factors central and local government s finance systems are divided. In the third chapter we had concentrated on the examples of UK and US in ways they divide the responsibility and legibility of taxation between central and local government, hence in terms of the distinction, how should the local government receive grant and share of the country s budget? The following chapter is an illustration on UK s local economy in its structural setting, its systems on taxation and the advantages it helps the prosperity of the local government. Methods UK s local taxes are decided by its parliament, in order to be objective in standardizing the subsidiaries for instance, the means of how the budget shall be spent is avoided to be nominated, and the budget planning itself is dependable on the efforts of its local government in bettering its own economy. In the final chapter this essay is to show how Taiwan is able to adapt from the British experience for our own advantage. As an appendix to it all, this paper adds a few more points that will clarify the future of Taiwan s future economy.
