自從政府於民國八十年起核准16家新銀行設立以來，金融業的競爭相當白熱化，尤其對傳統的存放款業務，施以價格戰，試圖擴大市場佔有率。然而在市場胃納有限，激烈競爭的情況下，導致授信品質日益惡化，逾期放款比率漸次竄高，恐有危及金融業者營運之虞。
本文以區企銀為研究對象，以個案分析法，訪談經營重心分處不同地域的三家銀行(現均已改制為商業銀行)，探究組織文化對逾放問題的影響，比較分處不同地域的銀行其逾期放款的成因，解決方法有何差異。
比較之後，結論如下：
一、設置區域中心統合授信業務的銀行，有較佳的風險控管能力，徵信技巧較嫻熟，逾期放款比率較低。
二、處理逾期放款問題，對承受擔保品的意願，有顯著差異。
三、組織文化對逾期放款有影響。

ABSTRACT
Banking has become a drastically competitive industry since Taiwan government approved the establishment of 16 new banks in 1991. In particular, the price-cutting tactics are commonly adopted in saving/loan affairs that are traditionally regarded as the main business items, attempting to expand the market share. However, such a situation as so many banks compete within a limited market leads to low quality of credit examination and high past due loan ratio as well, which might be considered the latent factors harming the running of a bank.
Three geographically different district banks were interviewed respectively, and case analysis is implemented as methodology to explore how the issues of past due loan were influenced by organizational culture, by geographic location, and how they are solved by the banks.
The findings are:
1.The bank, which has established regional banking center, possesses better capability of risk management, more skillful credit assessment and lower past due loan ratio.
2.The willingness to bear collateral while dealing with the issues of past due loan is significantly divergent among the banks interviewed.
3.Organizational culture influences the issues of past due loan.
