The cadastral resurvey has been performed in Taiwan for over 20 years. Only the 65% of the total destroyed original maps had been done. Resurvey tasks are required to be completed in no time and new cadastral survey results need to be established to ensure that cadastral information be complete and correct, to prevent boundary disputes, to protect legal rights of the people and to promote development of political and economic construction. However, surveying personnel of official agencies is confined to rules of organization, which makes it hard to increase manpower in proportion to expanding workloads. The most efficient way to expedite cadastral resurvey in addition to incorporating the government reconstruction policy is to adopt the innovated technique of new public management prevalent in England and the U. S.; i.e., to introduce private sectors for competition effects and business administration, and to contract out for civil surveying companies for joint survey tasks with the government. To expedite resurvey pace, Government contracted out resurveying tasks to private organizations for trial. However, expected accomplishment was not made due to limitations of official bidding procedures, insufficient capabilities of private surveying companies, and the lack of investment incentives. The purposes of the study are to analyze the influential factors of the resurvey contract-out with its package measures and try to establish the contract-out model of the cadastral resurvey so as to facilitate the smooth operation. According to the theory of new public management, considering the contract-out methods of cadastral survey that other countries used, and regarding the problems that government encountered when the contract-out resurveying was on trial, the questionnaire method is used and designed to collect data and information and statistical analyses are used to verify hypothesis of the study. According to the result of the questionnaire analysis, the contract-out procedures, the capability of the private sectors and the incentives for investment are critical factors of resurvey contract-out tasks and the capability of private sectors, in particular plays a very important role. Establishing survey legal regulations, setting up a special inspecting & verifying unit and conducting educational training programs are package measures of expanding and promoting contract-out work. Based on the questionnaire and the strategic matrix analysis, a complete contract-out model will be set up in order to expand and promote contract-out resurvey. Results of this study can be served as a reference to the government for performing resurvey, follow-up cadastral resurvey and other survey jobs. It is also intended to increase the willingness of the private companies in order to speed up the progress of the cadastral resurvey schedule. To promote contract-out resurvey smoothly, suggestions on establishing contract-out legal basis, regularizing contract-out model and revising contract-out operation rule are presented in this study to serve as a reference for related organizations.
