圖書館長久以來一直是收集、保存、整理及傳播知識及資訊的中心，在網際網路的環境中，我們期望圖書館能夠延續傳統的使命，提供讀者完善的遠距服務，因此圖書館的網站，比任何機構、任何型態的網站，都應具備高度的使用性。本論文採用文獻分析法、個案研究法及調查法，針對服務對象較廣泛的公共圖書館，依據網站設計的原則，評估圖書館網站的介面設計，期望能夠對圖書館網站的建置提出具體的建議，作為未來圖書館在規劃與設計網站時的參考。
鑒於過去的多項網頁使用性研究，本論文嘗試利用這些已發現的使用性原則，來評估已存在之公共圖書館網站。本論文將前人歷經多年研究所得之網站設計原則綜合歸納出一套評估準則，並且利用此準則檢視與評估公共圖書館網站的內容架構與介面設計。先以個案研究的方法，評估國立台中圖書館、台北市立圖書館與台中縣梧棲鎮立圖書館網站。再以調查法的方式對台灣地區縣(市)級以上公共圖書館網站評估做總體性評估，並結果顯示台灣地區的公共圖書館網站，不僅架設的數量不理想，同時現有的圖書館網站，除了省市級以上3個圖書館網站較符合介面設計標準外，其餘縣市級的圖書館網站均有立即檢討修改的必要。使用性較高的省(市)級圖書館。縣(市)級圖書館中，使用性問題較少的為基隆市立文化中心圖書館，使用性最低的為花蓮縣文化局(花蓮縣公共圖書館資訊系統)和澎湖縣文化局(澎湖縣公共圖書館資訊系統)。
本論文除列出台灣地區縣(市)級以上公共圖書館網站中常見的使用性問題，以及幾個需要立即改善的網站外，也將提出對圖書館網站內容及介面設計的建議，期望能夠提供尚未架置網站的圖書館做參考，將來在規劃與設計網站時能有所幫助。同時各級圖書館也可依照使用性準則修正網站中的缺失，提高圖書館網站的使用性。

The goals of libraries are collecting, preserving, managing, and disseminating information and knowledge. In the Internet era, we hope libraries can not only maintain their traditional roles, but also provide better online services for their users. Therefore libraries must follow some guidelines to create good usability for their web sites. In this paper, we use the well-established design rules of web site interface to evaluate the interfaces of those popular public library web sites in Taiwan. In the end, we offer some suggestions to those studied libraries.
Based on the study results of many previous web usability researches, this research merged the findings of those researches into a set of rules as the guidelines of evaluation in this study. We use case study to analyze three library web sites in detail. In addition, more than a dozen main public libraries in Taiwan are surveyed as well.
This research also lists several most common usability mistakes in designs of library web sites found in this study. A list of recommendations of content and interface designs is given as well. We believe that libraries can benefit from taking those usability principles as the guiding rules when they design their web sites.
