目標：本研究之目的在瞭解台灣泌尿科專科訓練醫院之泌尿科經營效率與其影響效率之因素。
研究對象：以87、88、89年三個會計年度通過泌尿科專科訓練醫院評鑑之醫院共有175個決策單位參與本研究，並分為醫學中心與非醫學中心兩組。
研究方法：首先利用「泌尿科專科訓練醫院評鑑調查表」資料，以資料包絡分析法（DEA）衡量泌尿科專科訓練醫院之泌尿科經營相對效率。再以迴歸分析法模式分析影響泌尿科單一專科經營相對效率之因素。
研究結果：（1）DEA分析結果：不論醫學中心或非醫學中心，大部份泌尿科經營是相對無效率（79.6﹪－88.5﹪）；不同醫院所有權屬與不同年度對於泌尿科經營效率無顯著差異。不同泌尿科規模，除了非醫學中心例外，15床以下泌尿科規模其泌尿科經營則有較多的有效率經營；但在醫學中心，不同泌尿科規模對於泌尿科經營效率無顯著差異。（2）迴歸分析結果：市場競爭程度及具有教職醫師人數對醫學中心之泌尿科經營相對效率具有負面之影響。在非醫學中心之泌尿科經營效率則與泌尿科規模、整體醫院規模、具有教職醫師人數及醫院地理位置之北區分局與台北分局對比有顯著負向相關。
結論：以合併資料包絡分析法與迴歸分析法之實證結果可提供泌尿科決策者改善泌尿科經營效率的根據，且此分析模式亦可應用於其他次專科之經營效率的研究，所以此分析模式可作為醫院的決策者規劃泌尿科規模的依據與訂定醫院各次專科資源分配的根據，亦可做為泌尿科醫學會與政府機關制定泌尿科訓練醫院評鑑的參考。

Research aim: The purpose of this study was to understand the operating efficiency of Urology department at the training hospitals in Taiwan and the factors affected the efficiency.
Research materials: One hundred and seventy-five decision making units participated this study. Theses units were from the Urology training hospitals that passed the National Hospital Accreditation in 1996, 1997 and 1998. There were two groups, which were the medical centres and the non-medical centres in this research.
Research method: The data from the investigation of the Urology training hospitals was evaluated the operating efficiency of the Urology department by Data Envelopment Analysis (DEA). A regression was performed to analyse the relative factors affecting the operating efficiency of the Urology department after the DEA.
Research finding: (1) The result of the Data Envelopment Analysis: at both of the medical and non-medical centres, there was inefficiency in the majority of the Urology departments’ operating (79.6%－88.5%). There was no significant difference in the Urology departments’ operating between the different Urology departments at the different hospitals in the different years. The Urology departments that were below 15 beds had more operating efficiencies except the non-medical centres. (2) The result of the regression analysis: the level of market competition and the number of the physician as a teacher affected negatively the operating of the Urology departments at the medical centres. There was a significantly negative relation in the operating performance of the Urology department at the non-medical centres and the scale of the Urology department, the scale of the hospital, the number of the physician as a teacher and the geographic distribution of the hospitals between the location of the hospitals in the northern Taiwan and Taipei.
Conclusions: The result from the Data Envelopment Analysis and the regression analysis could supply the source to improve the operating efficiency of the Urology department for the policy makers. It could also provide the basis to plan the Urology department for the hospital policy makers and the references of the Urology Training Hospital Accreditation for the Urology Society and the government.
