對日本而言，日本的經濟受惠於冷戰時期的兩極對抗體系，自韓戰爆發開始從第二次大戰戰敗的陰影中站起，並於1960年代開始急速發展，且於1980年代成為世界級的經濟強國。而今日的日本、美國與歐洲聯盟在經濟層面上已經構成了世界經濟體系的三大中心。儘管日本的軍事力量受限於來自其國內外的政治壓力以及本身憲法第九條的限制而無法充分發展，但在全球經濟層面日本已然是經濟巨人。分析日本在第二次世界大戰之後的重新建國歷程，吾人可以發現日本在今日國際之中的國家權勢與威望是完全植基於其雄厚的經濟力量，與其政治與軍事力量的關係甚少，甚至若從分析亞太週邊地區曾有過遭受日本侵略經驗的國家之心態而言，也可以說日本的政治或軍事力量的發展甚至是阻礙其國際地位之潛在因素。
日本在1980年代時期擁有「經濟大國」的美譽之後，便一直亟欲成為一個所謂的「正常國家」。換句話說，就是日本也想要擁有一個與其經濟力量相稱的國際政治地位，亦即日本希望儘快成為一個國際上的「政治大國」。為了達成此一目標，日本的策略就是運用其雄厚的經濟實力，以補助其政治與軍事實力的不足，甚至是藉以抵銷政治或軍事發展所可能為其帶來的負面效應。也就是說，日本的國家發展戰略就是以強大的經濟實力為後盾，彌補其政治與軍事實力的先天性不足與缺陷，企圖為其爭取在國際政治經濟舞台上能夠扮演更為廣泛的國家角色，並且同時能夠獲得更高位階的國際地位。
但是自1990年起日本遭受嚴重的經濟不景氣打擊，而被國際學者稱為是「泡沫經濟的破滅」，又遭逢1997-98年亞洲金融風暴的無情摧殘，且受到日本國內銀行體系大量壞帳嚴重拖累的影響，此一根本性問題至今尚未解決，因此日本經濟仍仍無法恢復。儘管如此，日本今日卻仍然是亞洲以及世界上數一數二的經濟大國，對全球經濟情勢具有舉足輕重的關鍵地位，亦即日本與美國兩國的經濟情勢的連動與消長，便能夠決定全球的經濟景氣與命運。因此，在這種充滿侷限性因素的國內外環境之下，日本如何運用其受創的經濟力量來面對後冷戰時期全新的國際體系，制定其國家發展大戰略，並且據此戰略以規劃並執行其政府政策及維護國家利益？另一方面，由於亞洲情勢的詭譎多變，日本如何運用其所有主客觀資源以達成其確保經濟安全、國家安全以及區域安全的目標？而日本的努力最終產生了甚麼樣的結果與影響？這些問題都是日本在邁向21世紀之嶄新但多變的全球局勢及挑戰時，所必須首要正視的。
