教育資源整合是讓教育的功能發揮極至,讓學生學習多元,使人力資源管理達成預期效果,因此,在探討併校,研究者以教育資源整合為目標,以學生學習滿意度為方向,來探討併校政策在嘉義縣實施之情況。而經實證研究可獲致下列九項結論:
一、嘉義縣內全校只有六個班級之小學校高達七十八所,小校充斥現況,與本研究文獻指出理想之小學人數為全校403人,每班若以30人計算,宜有13-14班級之差距甚大,進行併校有討論空間。
二、併校政策為多數受訪者所認同,只要配套措施周延,學生交通安全無慮,併校資源整合是有利學生成長。
三、不論性別男女、學歷高低、職業勞心勞力者都認同併校;而在婚姻變項上,則以已婚者較認同併校,未婚者較不同意併校;年齡上以29歲以下者較不認同併校,30歲以上者較認同併校。而併校政策為多數受訪者認同。
四、就管理層面探討,併校可達成本管理、人力資源管理、組織精減之目標,亦能便利行政業務推動,尤其併校與節省人事經費支出之相關性很大。
五、就人力資源管理探討,併校有助老師間互動及提升老師素質,亦能穩定教師異動頻率,尤其是在受併校地區發現併校與穩定教師異動頻率之相關性最大;在非受併校地區討論併校則與提升老師素質之相關性最大。
六、受訪者最認同嘉義縣政府實施以交通車並給予學童投保意外險之併校配套措施,而交通安全及學生學習是併校學生家長最關切的項目之一。
七、併校後學生對於交通車之管理,認為有改善空間,且對司機行車速度及超載問題認為學校需經常關注,以維學生安全。
八、併校對學生之成長有明顯助益,尤其在群育、體育等方面有進步。
九、社區民眾反對併校若無政治力介入,則經常是有情感因素融入,而造成受併校之當地住民不願見到因併校讓社區機能減退,而反對併校。
The combination of the educational resources is to apply the educational option, let students learn a lot of different things, and let human resource management reach the expected effect. Thus, in discussion of combining schools, researcher examine the condition of the combining schools policy in Chia-Yi County in the way the purpose of the combination of the educational resources and the direction of students learning satisfaction. The following nine results are gained after the proved research:
1.There are 78 small schools which are only six classes in Chia-Yi County. There are still lots of discussion space to conduct the combination of schools according to the current situation of full small schools and the ideal number of 403 people in one school, and if there are 30 students per class, there is too much distance to discuss the topic of combination of schools.
2.The policy of the combination of schools is approved by most of the interviewers. As long as the coming options are good, and the safety of students’ transportation is un-doubtful, it is good to student’ growth according to the combination of schools’ resources.
3.All of the people approve of combining schools no matter the gender, education, and occupation. On marriage, the married people more recognize the combination of schools, but the singles do not permit the combination of schools mostly. On age, the people age below 29 more do not recognize the combination of schools, and above the age of 30 more recognize the combination of schools. Most of the interviewers recognize the policy of combining schools.
4.In discussion of management, to combine schools can reach the goals of cost management, human resource management, and shortening organization. It can also help the progress of executive events, especially the relative connection is big between the combination of schools and the saving cost of the faculty budget.
5.In discussion of human resource management, the combination of schools is helpful for teachers’ learning and raising teachers’ quality and the job changing percentage stability, especially the finding connection of the combination of schools and the stability of teachers’ job change is biggest in the combining schools area, that of the combination of schools and raising teachers’quality is the biggest in the un-combining schools area.
6.The interviewers most approve that t6he government in Chia-Yi County implements the coming options of school bus and the accident insurance for students. The parents are most concerned about safety of transportation and student’s learning effect according to the combination of schools.
7.After combining schools, students think that three is an improvement area of the management of school bus and the problems of overloading in order to preserve the students’ safety.
8.There is obvious benefit for students’ growth in the way of combing schools, especially in the progress of living with a group education and physical education.
9.The local people in the community disagree with the combination of schools. That’s usually because of the sensational reason if there is no political power involving. They are not willing to see the function of the community is becoming less, so they disagree with the combination of schools.
