論文提要及內容：
　　　非營利組織在台灣近年的社會發展，扮演了愈來愈重要的角色，在慈善、醫療、教育、文化、環保等名方都有相當優異的表現。其服務的方式也隨著現有社會環境做調整，以使顧客能夠更容易椄受其服務，並從中獲得利益，進而體認非營利組織存在的價值及內涵。近年來政府以公共建設開發之政策來擴大內需、振興經濟，並在進入全球化與世貿組織前提昇其福利化政策，因此，非營利組織與公、私部門合作興辦公共建設及在促參法規範下參與公共建設落實福利化之可行，為本研究所探討的主要內容。
本研究主要以學說之理論及政府訂定之法令與非營利組織相關之文獻為基礎，再輔以向主管機關及有關非營利組織訪談，探討產、官、學界對非營利組織採用BOT等模式參與開發公共建設之看法、做法及目前實務作業上規範基礎為何，並以個案之分析加以研究非營利組織參與公共建設之可行性，其研究步驟如下：
1.蒐集行政院關於非營利組織參與政府公共建設之法令依據及參與公共建設之現況。
2.歸納非營利組織參與公共建設之學術理論及文獻之背景資料。
3.向有關機關、學界及非營利組織請教目前非營利組織參與政府公共建設之實際運作情形及其看法。
4.篩選特定的數個非營利組織訪談，進行資料之整合分析，並從社會、法令、經濟、技術、財務等角度，俾於充分了解非營利組織參與公共建設之可行性。
本研究透由深度訪談與案例資料分析，廣納產、官、學界專家之意見，最後評估出非營利組織參與開發可落實社會福利。然礙於現實因素考量，本研究僅能就策略之大方向加以評選，至於如何參與開發經營爭議之實際推動細節部分，本研究則未能進一步說明，然期望本研究之結果，有助於後續研究者或有志人士做進一步的探討及研究。

The study in the participation to civil construction projects of the Non-profit Organization
Abstract
Around the Taiwan society, the role of the Non-profit Organizations is becoming more and more important in philanthropy, medical care, educations, civilization and the environment protection. And the services of Non-profit Organizations are adjusted to adapting the social circumstance, so that the clients can get the services and benefits likely and to realize the value and the contents of the Non-profit Organizations further more. For invigorate the economy, the government policies are in addition to extend the domestic demand by the civil construction projects and also trying to promote the welfare policy before to be globalize and a member of WTO. Therefore, the Non-profit Organizations to cooperate with the private and the government in the civil construction projects and according to the Law For Promotion Of Private Participation In Infrastructure Projects to implement the welfare work will be practicable. And this paper is trying to pursue the possibility.
