ABSTRACT
The system of contract is usually designed with the idea of unique-firm venture in our country, as we know that joint venture has been implemented for several years but still not so popular. In recent years Taiwan has economic recession and the construction market has been greatly reduced, but the size of construction project has a trend to bigger and complex, such as Taiwan High Speed Rail, MRT, Freeway, Sewage Treatment Plant and Incinerator are all in the form of a Joint Venture. Owing to the Government Procurement Law has legislated, the construction industry’s procurement strategy became a multiple- alternative, Joint Venture will continue to grow and play important roles in the Taiwan construction industry.
Joint venture associated with the advantage of risk sharing and profit sharing, however, the difference in management systems, financial ability, technological practice, company size and culture background amount the partners within Joint Ventures bring difficulties and uncertainties to the function of Joint Venture, and it will influence the effectiveness of the venture.
For the advantage of joint venture, this paper identifies the risk factors associated with Infrastructure joint ventures, and make a research of the joint venture’s partner selection, agreement drafting, management system and construction, suggested a simple and systematic stages of risk management processes: risk identification, risk analysis and risk response. Base on the survey of constructors and through an evaluation is to rank risks in terms of probability and impact to identify sources of risk, which will receive the most attention, risk management effort needs to be concerned with priorities in developing and implementing responses. The suggestion of a set of suitable risk treatment strategies and possible counteractions have dual notion of reducing the potential impact and mitigating the risk possibility.
After the synthetic analysis, it is found that the most critical risk factors exists in 「Partner’s parent company in financial problems」,「Delay because of land purchasing or remaining facilities remove」「Exchange rate」,「Shortage in labor, material and facilities」,etc, the recommendation of this research are the risk sharing of engineering contract ,the performance appraisal both in joint venture and risk management, risk management of construction joint venture as a view of international constructors.
