本研究目的旨在：1.調查「政府採購法」施行後，不同背景變項的國立大學校院採購人員對業務認知的瞭解現況及其差異情形。2.調查「政府採購法」施行後，不同背景變項的國立大學校院採購人員對工作壓力的感受現況及其差異情形。3.分析「政府採購法」施行後，國立大學校院採購人員的業務認知瞭解與工作壓力感受的相關情形。4.歸納研究結果，提出具體建議，以供主管機關、國立大學校院、採購人員及後續研究之參考。
為達成以上之目的，本研究之研究方法以問卷調查為主，調查樣本係以教育部八十九學年度公布的大學校院一覽表中所列之國立大學校院為樣本依據，以普查的方式取樣400名採購人員為研究對象，實際有效樣本為285名採購人員，使用的研究工具為「政府採購法施行後國立大學校院採購人員業務認知與工作壓力調查問卷」，根據受試採購人員的填答結果，以t考驗、單因子變異數分析以及皮爾遜相關分析等統計方法進行資料分析。
本研究之結果歸納如下：
1.國立大學校院採購人員，對整體業務認知皆有相當高的瞭解程度，對整體工作壓力的感受達到中等以上程度。
2.不同性別、教育背景的採購人員對業務認知瞭解程度無顯著差異，年齡36-50歲、職務官等薦任、承辦採購年資2年以上的採購人員對業務認知的瞭解程度較高。
3.不同性別、年齡、教育背景的採購人員對工作壓力的感受程度無顯著差異，職務官等委任、承辦採購年資1-2年的採購人員對工作壓力的感受程度較高。
4.採購人員的業務認知瞭解與工作壓力感受之間有負向的相關，即採購人員的業務認知瞭解程度越高，工作壓力感受程度越小。
依據研究結果，提出下列建議：
1.對主管機關之建議：提高採購公告金額門檻；加強採購人員的專業訓練；建立採購專業人員制度。
2.對國立大學校院之建議：增加採購人員的員額編制；成立專責的採購業務單位；推行校內採購作業機制。
3.對採購人員之建議：充實自我，提升專業形象；主動積極，建立良好人際關係；確立方向，訂定成長目標。
4.對後續研究之建議：研究對象擴大到全國各級政府機關與公立學校的採購人員；將不同或更多的研究變項納入探討；研究工具應考慮到本身的研究需要；採用質化或質化與量化並重的研究方法；將生理、心理及行為方面容易產生的反應列入研究內容。

The goals of this study included: 1. Investigate changing vocational perceptions of purchasing staffs from national universities (with different background variables) responded to the implementation of the “Governmental Purchase Act”. 2. Investigate different feelings toward work pressure of purchasing staffs from national universities (with different background variables) responded to the implementation of the “Governmental Purchase Act”. 3. Analyze the relatedness of changing vocational perceptions on work pressure of purchasing staffs from national universities after the implementation of the “Governmental Purchase Act”. 4. Sum up results from this study and providing concrete suggestions to government authorities, national universities, and purchasing staffs for further studies in the future.
In order to achieve these goals, this study basically relies on questionnaire survey method. Samples are taken from the “Complete List of Universities and Colleges” issued by the Ministry of Education in the academic year of 2000. Using general survey method sampling 400 purchasing staffs from national universities as survey subjects. In fact, while conducting survey with “Questionnaire on Vocational Perceptions and Work Pressure of National Universities’ Purchasing Staffs After the Implementation of the ‘Governmental Purchase Act’”, total effective samples are 285 staff members. According to survey results, this study then further analyzed those data in terms of T-test analysis, One-way ANOVA, and the Pearson Correlation Analysis.
Results of this study can be summed up as followed:
1.Among purchasing staffs from national universities,
vocational perceptions are generally high (regarding to the
implementation of the “Governmental Purchase Act”) while
feelings toward work pressure are above medium.
2.Regarding to changing vocational perceptions, there is no
significant difference among purchasing staffs with different
gender and educational backgrounds. But in the age group of
36-50, or recommended rank officers, and staffs with more
than two years of purchasing experiences usually have much
higher vocational perceptions.
3.Regarding to different feelings toward work pressure, there
is no significant difference among purchasing staffs with
different gender, age and educational backgrounds. But staffs
with recommended ranks, and having purchasing experiences
between one to two years usually felt much higher work
pressure.
4.Data analysis showed a negative correlation between
vocational perceptions and work pressure among purchasing
staffs, i.e. stuff members who had a higher degree of
vocational perceptions tended to have lower degree of work
pressure.
According to the study, following suggestions are produced:
1.Suggestions to government authorities included: Increasing
the purchased amount of purchasing proclamation; enhancing
vocational training of purchasing staffs; creating
professional purchasing posts in all branches of governments.
2.Suggestions to national universities and colleges included:
Increasing establishment of purchasing staffs; creating
specialized purchasing units; promoting inner-campus
purchasing mechanisms.
3.Suggestions to purchasing staffs included: Strengthening self-
education in order to enhance vocational prestige; active and
energetic to establish better personal relations; defining
career directions and establishing aims of personal growth.
4.Suggestions to further studies included: Survey subjects
should expand to purchasing staffs from all levels of
government and public schools; considering different
variables or more variables in related studies; utilizing
qualitative method or combining qualitative and quantitative
methods; put physiological, psychological as well as
behavioral responses of purchasing staffs into consideration
in future studies.
