本研究旨在從國小校長的觀點了解國小校長專業能力及培育課程。
本研究分兩階段。第一階段「國小校長專業能力」，採用自編之「國小校長專業能力問卷」，以台灣地區106位國小校長為研究對象，進行兩次德懷術（Delphi technique）問卷調查，並依據平均數、變異係數呈現重要性排序。
第二階段「國小校長培育課程」，採用自編之「國小校長培育課程問卷」，以台灣地區78位國小校長為研究對象，進行兩次德懷術問卷調查，並依據平均數、變異係數呈現重要性排序。
結論如下：
一、國小校長專業能力可分基本修養、教學領導、行政經營管理及公共關係等四個領域，共51項。其中，重要性較高的有17項；重要性其次的有27項；重要性較低的有7項。
二、國小校長培育課程可分基本修養、教學領導、行政經營管理及公共關係等四個領域，共49項。其中，重要性較高的有13項；重要性其次的有18項；重要性較低的有18項。
最後，依據結論對各縣（市）教育主管單位、候用國小校長甄選主管單位、候用國小校長儲訓主管單位、正式國小校長遴選主管單位、國小校長及未來研究提出建議。

The main purpose of this study was to investigate the professional competence and training curriculum of elementary school principal form elementary school principals’ viewpoint.
There are two parts in this study. The first is, professional competence of elementary school principal, used the questionnaire developed by the researcher, 106 panel members selected from elementary school principal of Taiwan area, participated in the two round Delphi technique survey, and show the sequence of importance according to Means and Coefficient of Variation.
The second is, training curriculum of elementary school principal, used the questionnaire developed by the researcher, 78 panel members selected from elementary school principal of Taiwan area, participated in the two round Delphi technique survey, and show the sequence of importance according to Means and Coefficient of Variation.
The results were as followed:
1. Professional competence of elementary school principal contains 51 items within four sections: fundamental moralities, instructional leadership, administrative management and public relations. According to sequence of importance, the higher contains 17 items; the medium contains 27 items; the lower contains 7 items.
2. Training curriculum of elementary school principal contains 49 items within four sections: fundamental moralities, instructional leadership, administrative management and public relations. According to sequence of importance, the higher contains 13 items; the medium contains 18 items; the lower contains 18 items.
Finally, several suggestions had been raised to the bureau of education, principal selecting center, principal training center, elementary school principal and future researchers.
