臺灣博碩士論文加值系統

本研究旨在建構出一套能用於國民小學學校經營效率評鑑－DEA評鑑模式的投入、產出指標體系，以利將來實際進行評鑑時，能有所依據。進而亦能將DEA模式運用於國民小學學校經營效率之評鑑，以提升國民小學學校經營效率。
本研究依據DEA評鑑模式之架構，將指標體系分為投入與產出兩大領域，透過相關文獻分析，選取可能之指標，形成初步指標體系。
接著，採用德懷術，藉由19位不同背景師資培育機構學者、教育局官員或督學、學校行政人員、教師，經過三回合問卷的歷程，最後提出一套「國民小學學校經營效率評鑑指標，共計二大領域，十二層面以及63項指標。
根據研究結果，本研究結論如下：
一、國民小學學校經營效率評鑑指標
本研究經由德懷術三次問卷，彙集19位專家之意見，最後適用之指標共有63項。
二、指標建構時的難題
經彙整專家意見後，本研究發現了下述指標建構時所會遭遇的難題，同時也是建構過程中尚需特別加以注意者。包括：（一）指標內涵的難題；（二）指標測量的難題；（三）教育環境複雜，建立完整指標體系並非易事。
三、教育是一循環不已的歷程，某一階段的產出將成為另一階段的投入。
本研究亦依據研究結果，提出對評鑑人員實際運用的建議、對學校經營上之建議、對教育主管機關之建議以及對未來研究的建議。

The purpose of this study is to construct a set of indicators for elementary school’s management efficiency evaluation using Data Envelopment Analysis (DEA). The indicators been constructed not only helping the use of the DEA model in Taiwan, but also promoting elementary school’s management efficiency through the use of DEA model.
Based on DEA model, this study separated the indicators system into two main areas: input and output. From literatures’ review, possible indicators were chosen to construct the preliminary indicators system.
The Delphi technique was been utilized as the research method, through 19 panellists with different background such as scholars, officials or inspectors from the local educational authority, elementary school administrators and teachers. The ”Indicators for Elementary School’s Management Efficiency Evaluation” was then been constructed with two areas, 12 levels and 63 indicators.
Through the study, conclusions can be drawn as fallow:
1.Indicators for Elementary School’s Management Efficiency Evaluation.
2.The predicaments when constructing indicators system: including (1) the definition of indictor, (2) the measure of the indicator and (3) the difficulty of constructing complete set of indicators under the complexity of educational context.
3.Schooling as a revolving process, output of one level will be the input of next level.
Finally, according to the research finding, some recommendations were proposed for the evaluators, to the management of school, for the educational authority and also for further research.
