智慧卡(smart card)內嵌架構CPU及EEPROM的晶片,記憶體容量已可達32K,擁有高效率的資訊處理及儲存能力,植入應用程式之後可以成為跨行業及多功能整合的產業融合(industry convergence)平台。多功能智慧卡是跨組織的整合應用,跨組織的產業融合是一連串的動態性複雜過程,由於資訊科技的發達,促使環境快速變遷,不可預測的外在因素及複雜度與日俱增,綿密的計畫與控制也無法有效發揮其功能。事實證明,經營者及其組織必須不斷改變自己以適應環境的巨變。經營者往往以直覺做決策,直覺是個人經驗及判斷的結果,是一種抽象、無法具體明述的思考模式。同時,近年來自組織(self-organization)也成為建立成功團隊的重要觀念。自組織不是透過事前的規劃來完成的,而是透過系統內組成份子自發性的互動來浮現整體的改變,讓組織與外在環境的變化產生密切的關聯性。
無論是直覺的判斷或自組織,都是屬於非線性思考模式。非線性思考模式過去被認為是不符合管理科學的理性邏輯,但是複雜性科學(complexity science)卻指出,非線性思考在整個決策過程中其實佔有相當重要的地位。複雜性科學是集合不同領域的科學經由「複雜」的概念所整合出的新知識,不同於採用線性關係來描述經濟體系及環境變化的管理科學研究方法。
本研究發現,智慧卡擁有迅速發展的特性,其應用功能及產業融合的快速變化能力遠超過一般的資訊產品,智慧卡產業因為環境快速變遷所產生的混沌現象,以及動態性複雜體系間密切的互動關係,可以使用複雜性科學來詮釋其發展過程,並以相關學說建立新的策略觀。
