　　近幾年來，由於電腦軟硬體的迅速發展與普及，加上網際網路與全球資訊網的蓬勃發展，使得網路的學習環境日漸成熟。而全球資訊網對於文字、聲音、圖形、影像、動畫和視訊的高度整合能力，使其成為建立分散式多媒體題庫系統的最佳環境。透過使用建立在全球資訊網的分散式題庫系統，可讓遍佈在全國各地的教師，經由瀏覽器來進行各種試題與測驗的編製，同時為防止題庫中有重複的題目存在，系統會將其檢視題目內容的相似度呈現給出題教師，並由教師自行決定要修改或取消該新編試題。另外，亦可讓學生立即實施線上適性測驗與線上連續性測驗（即與傳統紙筆測驗的方式相同）。當測驗結束後，測驗的結果可提供教師、學生和家長們進行查詢與分析。
　　為了將本系統推廣至全國各個小學，所以本研究將發展出一套適用於分散式多媒體題庫系統的加解密方式，就是利用先進加密標準（AES）演算法來為該系統題庫的檔案（包括HTML檔、圖檔及聲音檔）與資料庫的資料做加解密的處理，並使用安全通訊協定（SSL）來保障資料在網路傳輸時的安全性，如此一來便可將多媒體題庫系統分散至全國各區域的中心小學，以避免僅靠單一伺服器來提供全國教師使用系統時所造成之網路塞車及伺服器負載過重的問題，亦能讓更多的教師可以更方便且迅速的使用本系統。同時當某一小學之伺服器故障時，對於其他小學教師的使用將沒有任何的影響。另外，也可提高分散式題庫系統的安全性，更可防止系統遭不法人士竊取濫用。
