鑑於利用廣闊的海洋進行箱網養殖以提供人類高品質動物性蛋白質來源已成為國際趨勢,同時箱網養殖在台灣養殖漁業結構調整佔有重要的地位與意義;另一方面,我國已於2002年元月正式成為世界貿易組織(World Trade Organization, WTO)的一員,面對貿易自由化的國際趨勢與我國將逐年調降漁產品關稅的入會承諾壓力等原因,實有必要對箱網養殖產業的競爭力進行評估,以做為政府政策調整及施行之參考。因此,本論文將台灣箱網養殖產業相關資料進行整理,以競爭力及策略分析為主軸,剖析影響台灣箱網養殖產業的主客觀因素,並提供建議作為未來研擬產業政策的參考。
本論文研究分析發現:一、台灣箱網養殖海鱺是具競爭能力的產業,惟應降低風災、寒害及竊盜等損失。二、從Porter競爭策略分析發現,未來台灣箱網養殖海鱺應朝向降低魚苗、飼料及人工成本努力,以提高價格競爭優勢;另一方面,公司型態業者應朝行銷與物流方向投資,建立國內外健全而有效率的通路與行銷管道,使箱網養殖海鱺產業形成「產」、「製」、「銷」一體的價值鏈。三、在策略擬定方面,則應從經營管理、養殖環境、養殖生產技術、箱網工程技術及行銷著手,輔導及配合業者需求,以營造最佳的產業環境和提高產業的競爭力。
Abstract
It has been an international trend to process cage culture in the ocean to produce high quality protein from fish. Therefore cage culture has an important status and meaning to adjust the aquaculture in Taiwan. As a member of World Trade Organization (WTO) since January 2002, trade liberalization and the promise of reducing the tax of fish products, Taiwan must evaluate the competitive capabilities of cage culture to offer references for government department to adjust and execute the strategy. To analysis the arch and accessorily advantages which affect cobia cage culture in Taiwan, this study reorganized the correlative information of the cage culture in Taiwan, with a primary emphasis on the competitiveness and the analysis of strategies elements, and offered some suggestions of industrial policies in future.
There were three results in this study. First, under the circumstance of without the loss of the cost caused by typhoon, cold current, and theft, the cobia cage culture in Taiwan is advantageous. Second, according to the analysis of Porter’s competitive strategy, Taiwanese cobia cage culture should decrease the costs of fish larvae, artificial diet, and labor in the future to increase the advantage of price competitiveness. On the other hand, company fishery should invest on both the sales and the interflow of commodities; build thorough, efficient routes and channels of sale to make the industry of cobia cage culture a complete value chain of “production”, “manufacture”, and “sale”. Third, on devising industrial policies, it should initiate from administrative management, breeding environment, fish breeding and productive skills, cage engineering techniques and marketing, assisting and cooperating with fishery needs to make the best industrial environment and promote the competition of cobia cage culture in Taiwan.
