Due to the rapid change of fishery environment, fisheries are now facing a transition. The function of original fishing harbor could not meet the versatile demand of the current society local fishermen. For increases of the recreational activities (such as boat sailing), fishing watching (such as cage-net or set-net), whale watching, educational activity (boat repair equipment exhibition) and cultural activity ( experiencing fishing village and aboriginal seafood) etc. This case study uses Patoutze fishing harbor as a model , collecting and analysing, the questionnaire survey on tourists as well as local residents, to prepare l planning guidelines and set up its goal. The following items are proposed in this report: the land use when operating, transportation, introduce the recreation activity, landscape and plating, public service facilities, exhibition and interpretation, management, substantial development plan and budget plan in order to get reasonable and appropriate plan result. It is hoped that this plan can show the characteristics of Patoutze fishing harbor and decrease the abandoned land, exploit this region in different phase and finally let this harbor turn out to be a model of multiple use harbor. The fisheries in this area can be managed sustainable.
