The development of Keelung City, as confined and affected by the time-and-spatial, social, economic, and political environment changes, has experienced intrinsic aging environmentally and functions exhaustion pertaining to its city center. In view of it, the administration of Keelung City, based on its waterfront features as a harbor city, plans to employ urban renewal to actively push for the “Urban Renewal Plan of the Commercial Areas Circling Keelung City,” in the hope that urban structures of Keelung City can be re-organized. So that the city can revitalized, facilitating the development of urban economy. Presently, the promotion of domestic urban renewal is mainly conducted by the public authorities, and that oftentimes would come down to subjective judgments with regard to the implementation mechanism of new enterprises about urban renewal, which is in short of a prudent and objective evaluation method. To avoid being labeled that the decision-making is merely conducted by subjective judgments, it is critical that a set of objective and scientific evaluation method is required to be referred to for the decision-making. This study “Urban Renewal Plan of the Commercial Areas Circling Keeling City” designates the features of the renewal units, take into account of current urban renewal regulations as well as successful urban renewal abroad, and formulate alternatives for the implementation mechanism for the new enterprises of urban renewal. In addition, after criteria with regard to aspects as policy, implementation, and financial are formulated, Multi-Criteria Decision Making (MCDM)method will be utilized to establish evaluation and selection model. With seven experts and seven branch directors from the relevant public authorities, they will make up a 14-person decision making group, and make use of the permutation method to find out the optimal ranking of each of the alternatives among each of the decision makers. At the end, compromise programming method is employed to obtain the best compromise ranking. After careful selection , four renew units will be implemented for illustration study. And the results of the evaluation are: “New Transportation Transit Center,” “New Greenery Avenue,” “Harbor Side Are by Chung Yi Road,” and first prioritized implementation mechanism is “Specialized Organ in Charge of Implementing New Enterprise for Urban Renewal Instituted by the Keelung City Administration.” As for “Commercial City on New Western Coast” renewal unit, its first prioritized implementation mechanism is “Concurrence of the Keelung City Administration for Other Institutes and (Organizations) to Implement Urban Renewal New Enterprise.” The study, aside from offering compromise alternative for the reference of decision-making by officials of the public authorities, has also helped provide other options for selection, and rendered the officials in the public authorities with sufficient information and elasticity.
