Abstract The study takes ships calling Taichung Port in 2001 to break down the ships calling the Port and the distribution. It is intended to look into the peak hour jams of the ships calling the port. The findings yielded by the study indicate that ships are in uneven calls of the port in 24 hours of a day. A total of 2,211 ships calling the port during the four hours of 6:00~10:00 a.m. To put it in more understandable terms, up to 41.25% of the total ships call during 16.68% of the 24-hour period. The interview survey found the causes leading to peak hour jams include notably:Nighttime navigation restriction, nighttime surcharge, no-service by shippers, wait-time for customs clearance, ship repairs, weather and waterway consideration, tug-boat operation, extraordinary politic instructions by the shipping companies, waiting time for master and subsidiary boats, cargo handling dispute, trade procedural dispute, incompletion, of handling preparation, initiative dates of charter party, waiting for tide levels. The countermeasures worked out to deal with the morning jams include:Scrapping of nighttime navigation restriction, nighttime surcharge, streamlining of charge items, differential rates for tug-boat services, mooring favorites ; mooring charge exemption during nighttime until 8:00 next morning. The supporting packages include adjustment of piloting rates, scrapping handling surcharge, restructuring of handling rates and guidance to 24-hour operation, consolidation of nighttime equipment fee and garbage disposal fee into mooring charges.
