本研究試圖了解如何藉由速度快且為科技發展重心的網際網路,將二十一世紀企業點石為金的知識管理資訊,利用國際化多語文網站之應用,以解決全球有多種語言文字的障礙、單一語文降低知識傳播實用率和網路非英語人口增加等問題,以達到真正的「知識傳千里,網路無國界」之理想境界。
要建置任何人在任何時候、任何地點、向任何人均可取得任何所需資訊的多國語文網站,可分為四個階段,每個階段可細分為數個要點。第一個籌劃階段要點為萃取文字、存為本文形式、預留擴充空間和文化靈敏度強的項目優先考量。第二個開發階段要點為注意多位元組字元組合、用標準編碼、多用元標號、客製化設計、精簡格式架構和海外測試。第三個過程管理階段要點為準備多國語文資料庫、依國際網頁觀點架構、多國語文混用及要易於選擇語文。第四個內容傳遞階段,要點為遵重語言認同喜好與傳遞產品附加特色。
訪談兩家國際知名之公司,得知網際網路是知識管理最好的應用界面,且對國際化企業而言,讓員工與客戶可以在多國語文網站上,分享與協同運用各國子公司的知識內容(如日文、德文等不同語文網站),以臻全球智慧資產共通之境界是持續努力的目標。

This article is aimed to understand how to utilize mutil-language-capable and easily-accessed Internet to help cross geography enterprises to develop their Knowledge Management System. The Internet, the fast growth and key technology in nowadays and in the future, with its mutil-language capability, help to overcome many problems existing in cross-geography enterprises in the 21st century, such as communication problem among different native language employees. This realize the ideal perspective - knowledge delivering over long distance and no boundary.
To set up a multi-language website which anybody can access any information in anytime from anywhere, there are four phases with some elements in each phase. The first phase is planing phase with four elements: extracting text, saving as text format, reserving space for future expansion, and considerating high culture sensitive items first. The second phase is development phase with six elements: being aware of multi-bytes characters combination issue, following standard encoding method, using meta tag as possible, customized designing , simplified format structure, and testing in abroad. The third phase is process management phase with four elements: preparing multi-language database, constructing with international website view, mixing multi-language, easily selecting language for users. The fourth phase is contents delivering phase with two elements: respecting language preference users, and transferring product with added-on value.
After interview with two international companies, come out a conclusion that the Internet is the best interface for their Knowledge Management System. Knowledge is shared by different native language employees and customers in different branch and different country thru Internet with multi-lanugage website and this lead to the goal of Knowledge Management that sharing the knowledge over different places.
