政府採購是國家經濟活動重要的一環，為了國家發展建設並維持各級政府運作，政府每年採購的金額極為龐大，採購效率的提昇與採購成本的降低，對整個國家有鉅大的影響，因此，如何促進政府採購效能，是重要的課題。在政府採購中有關小額採購部份，根據統計其採購總額約佔全部採購金額的10%以下，但其採購筆數卻高達全部採購筆數的70%以上，因此政府小額採購效能的提昇，對於促進政府機關整體行政效能的提昇，是非常重要的。
國內正進行政府採購制度的改革，「政府採購法」的實施其主要目的是制定公平與公開的採購程序，並提昇政府採購的效率與功能，然而政府機關採購績效的良窳，有賴於採購績效的衡量，故建立良好的採購績效評估制度及適當的採購績效評估指標，以衡量政府機關的採購績效，是完善政府採購制度的重要關鍵。
鑑於國內政府機關小額採購制度存在極大改善空間及相關政府採購績效評估制度並未建立，本研究利用文獻資料回顧、個案探討與問卷調查等方式，並採用平衡計分卡的方法與觀點，探討國內小額採購制度並建立其績效衡量指標。本研究針對目前小額採購制度缺失提出「適當授權」、「應用資訊系統」、「採用新的交易模式」、「提高員工工作的附加價值」等建議，提供政府機關改善小額採購制度的重要方向，此外，建立「採購服務品質」、「學習與成長」、「服務與合夥」、「採購成本效益」、「預算與採購政策執行」、「內部作業流程與管理」及「增加供應商」等七個構面二十二個績效衡量指標，並藉由案例應用証實對於政府小額採購作業能提供有用的績效評估方式。

Government procurement is one of the important nation’s economy activities, because of its huge budge for economic development and government functional operation. How to promote the efficiency and effectiveness is a critical issue of government procurement system. Especially, due to it have the character of numerous in quantity and small in amount（70% items less than 10% totally government procurement）, it emphasis how to promote the performance of small government procurement system as the major task for government function.
Further more, government procurement system is revolutionizing, owing to small procurement system have to reform and there is no any option exist in public sector. How to establish a set of effective procurement indices and evaluation system to measure government procurement system is the incentive of the research.
This study grounded by literature, case study, interviews and questionnaires, applied balanced scorecard method to elicit proper measurement used in government small procurement system. By factor analysis selected 7 categories from 22. Those categories are procurement service quality, learning and growth, partnership, procurement cost and effectiveness, performance of budget and policy, internal operation process and management, enlarge supplier.
