本論文的主要目的在於探討網路金融整合服務的經營模式，與整合服務者的策略定位。本論文首先瀏覽了金融環境下的交易流程與結算體系，並且討論目前主流的網路付款方式，包括信用卡，與建構在信用卡付款上的應用如電子錢包等；接著以網路加值服務出發，探討電子帳單呈現與付款，分析各種經營模式，包括直接模式、整合模式等，並就參與者的角色來探討其競爭策略，其中發帳公司帳單電子化為必然的趨勢，可節省大量紙張成本，但是電子化技術卻也是最困難的部分；銀行掌握了消費者的帳戶與信任，若想在EBPP市場爭取一席之地，各銀行共同合作來建立標準是目前最迫切的任務；整合服務者以第三者的角色與銀行等金融機構競爭，形成微妙的競合關係，本論文針對這兩者的立場與競爭觀點提出未來的建議；最後以美國EBPP第一大廠商CheckFree公司為個案，其以市場的第一進入者為後盾，並且擴展EBPP的各種軟硬體服務，奠定了領導地位。本論文發現，在網路金融整合服務的領域中，有限服務提供者於前端很難向消費者收取費用，後端的談判能力又沒有銀行強大，因此將逐漸失去競爭力；又整合服務提供者也同樣必須另闢財源，例如開發小型企業的需求，才有條件繼續與銀行的免費服務競爭。在標準的競爭方面，未來統一的標準是可以預期的，唯獨銀行必須願意彼此合作，才能擴大網路效應，並且加速EBPP的推動。從EBPP衍生出的其他付款服務，例如個人對個人付款大廠PayPal.com，目前面臨銀行競爭者的威脅與經營上的困境，仍有待未來繼續努力。本論文的最大目的在於提出網路金融整合服務的總覽，並強調EBPP的發展潛力與未來趨勢，針對整合者與銀行的競爭給予建議，提供市場新進入者多元化的思考。

This thesis addresses the issues of business models and strategic positioning for Internet payment service consolidators. The main goals of this study are to provide the overview of the Internet payment consolidation services, and outline some future trends of EBPP, including the competitive strategies among billers, consolidators, banks and portals. We first discuss the existing electronic payment systems, and Internet payment mechanisms, such as credit cards and e-wallets. Then, based on Internet value added services, the study focuses on the topic of Electronic bill presentment and payment, EBPP. Finally, we also strive to the issue of co-opetition between consolidators and banks, and to probe future trends of consolidators with a case study of CheckFree, an EBPP leader in US. The findings of the thesis are that limited-service providers may no longer be competitive; furthermore even consolidators have to create another source of revenue. The consolidation of two financial data exchange standards, OFX and IFX, is expected, and the first priority will be the cooperation of banks themselves. As to other payment services, such as P2P payments, are facing new competitors and still struggling to survive through the e-commerce crisis.
In the conclusion, it is never easy for consolidators to compete directly with banks. Since banks do not chase the same attempt to gain the whole EBPP market share, consolidators should enter the market as soon as possible and fight for the joining of billers to enhance their bargaining power.
