台灣係屬於海島型經濟國家,幅員狹小,資源有限,但是隨著國際分工秩序的成形,台灣產業已成為國際主要的生產重鎮,中小型企業是台灣代工業的主要基石,也是最迫切需要利用供應鏈整合來創造及提升競爭優勢的一群,雖然台灣的中小企業擅長以「中衛體系」建構的網絡組織來追求彈性、快速回應以及經濟規模,但是離真正的供應鏈管理仍有一段距離,不過隨著全球電子商務時代的來臨,台灣的中小企業終究不得不正視這股供應鏈管理潮流,以掌握提升競爭力的契機。
雖然資訊科技的推陳出新為供應鏈整合提供了愈來愈經濟可靠的解決方案,但是供應鏈整合的推動仍需要極大的人力及資金投入,對最迫切需要利用供應鏈整合來創造及提升競爭優勢的中小型企業而言,是否有適配的解決方案可資利用?
本研究的目的是希望透過台灣自行車產業推動供應鏈整合的案例介紹,作為有意推動供應鏈整合之中小企業主的實務參考;本研究之結論在管理上的意義有五:
一、中小企業導入供應鏈管理的利益包括縮短訂單交期、改善預測準確度、降低存貨持有成本、加速對客戶的回應、提高生產彈性、提高客戶滿意度等等,最終目標不僅是降低成本,而是在提供更高價值。
二、目前市面上已經有適合中小企業供應鏈管理與整合需求的經濟可靠解決方案可供業者選用。
三、中小企業在選用解決方案供應商時必須考量:
1.供應商深耕的產業經驗與領域專長(Domain Expertise)
2.供應商技術的純熟度
3.供應商提供系統建置後的維護服務
四、選擇可廣泛應用於同業的解決方案及推動模式以利共同分攤導入成本。
五、中小企業可先建置核心作業流程的供應鏈整合再逐步導入其它作業流程。
The management of the supply chain challenges most organizations today. To strengthen its competitiveness in the global marketplace, large enterprises have responded to this challenge with sizable investments in supply chain management (SCM) software. While small and medium-sized enterprises (SMEs), service providers of large OEMs as well as a pillar of Taiwan economy, are being forced to adopt SCM technologies with their supply chain partners in order to stay globally competitive.
Although the market for Internet-based SCM services is developing rapidly, relatively few SCM solutions are focused on addressing the needs of SMEs. By using the Taiwan bicycle industry as a case study, this thesis shows how local SMEs could benefit from implementing SCM with a carefully select solution. To most SMEs that are still dubious, this paper wants to address 5 major points:
1. SMEs will receive significant benefits from SCM, such as reducing product lead time, improved capacity planning, reduction in inventory carrying costs, quick response to customers, improved production flexibility and increased customer satisfaction and loyalty, etc. But SCM is not just about cutting costs, it is about creating value out of the chain.
2. Innovative and cost-effective SCM solutions are now already available for SMEs.
3. When selecting a SCM solution provider, SMEs should consider:
• Hire experienced consultants with strong domain expertise of your industry.
• The solution provider must have strong technical ability to meet complicated implementation requirements.
• The solution provider must provide after service and maintenance for clients.
4. An industry-specific solution and operation model is ideal for cost sharing among SMEs of the same industry.
5. Start with the integration of core processes to quickly see the improvement of critical operations before large-scale implementation.
