營利事業所得稅是我國重要的稅收來源之一，為確保營利事業單位能誠實納稅，有效地選案抽查不但能促進租稅公平性，更能夠嚇阻企圖逃漏稅的企業；因此，建立有效的稅務選案模式一直是稽徵機關努力的目標。傳統選案方式有計算不誠實機率高者，亦有以營業額高低或是申報純益率高低作為選案的基準。本研究利用類神經網路中應用最廣的倒傳遞網路，預測企業逃漏稅的程度高低，並比較利用類神經網路模型與傳統金額抽樣法的選案績效。
本研究以財政部財稅資料中心民國八十六年的申報資料及查核資料加以分析；經過資料整理及篩選後，選擇3880家企業作為實驗對象，其中2910筆作為訓練組，970筆作為測試組。研究中選擇申報企業的九項財務及非財務項目作為輸入變數，以逃漏稅等級作為輸出變數；此外，為了找出最佳的網路模型，本研究也針對不同的網路設定參數，包括資料前置處理、轉換函數、訓練演算法、及網路架構組合進行測試。
研究結果發現，不同網路參數組合的表現差異並不大，表現最好的類神經網路模型為以自動化規則演算法及正切雙彎曲轉換函數，搭配具有五個隱藏單元單一隱藏層的網路模型。其對於訓練組及測試組的分類正確率分別為41.07﹪及42.67﹪。而對於高逃漏稅樣本的篩選，最佳網路模型選案正確率高達76.66﹪，以總收入為基準的金額選案法則為77.71﹪，與網路模型表現相當接近，故類神經網路確可作為稅務選案可行的工具之一。

Business income tax is the main tax revenue for government. In order to secure the tax revenue, effective selection of cases for audit is necessary to enhance the fairness of taxation and prevent tax evasion. Therefore, developing an effective case selection model has always been an objective for the Internal Revenue Services. Traditional methods select cases based on compliance level, sales amount, and filed profit ratio. This study intends to apply neural networks, specifically the back-propagation model, to the selection of business tax returns for audit and evaluate their performance
The study analyzes the 1997 filed and audit data compiled by the Tax Data Center of the Ministry of Finance. 3,880 business units are selected for analysis; 2,910 cases are used as the training set while 970 cases are for testing set. We use nine items, both financial and non-financial, as the input variables and choose evasion level as the output variable. In addition, various combinations of transfer functions, data preprocessing, network structures and training algorithms are also tested to find the optimal neural model.
We find that the performance differentials between various network architectures are very small. The best model is the one with five hidden units in one hidden layer. It correctly classifies 41.07% and 42.67% for training and testing set, respectively. The correct classification rate of this model for the group of high tax evasion level is 76.66%. In comparison, the correct classification rate is 77.71% using sales-based selection method. In conclusion, neural network is a practicable tool for tax audit.
