面對強震的挑戰，核能電廠（NPP，Nuclear Power Plant）的硬體設施在耐震設計上，已證明能達相當的抗震能力，但是尚欠缺核能電廠運轉人員強震下行為模式研究，本研究的目的在檢討現行核能電廠強震下運轉操作程序書及相關規範，以及在執行緊急應變步驟可能發生的人為疏失的深度檢討。
為達研究之目的，本計畫（1）利用地震平台模擬強震情境，藉以收集四十位核能電廠工作人員在強震下及強震前後之身心狀態；（2）做問卷調查取得受試者主觀的評比；（3）針對編號512.1程序書進行程序複雜度分析，找出潛在容易受人為疏失影響的作業步驟、定義出可能改善的步驟與改善方向，對現行核能電廠強震下緊急應變作業提出必要之修訂建議。本研究的積極意義，在協助發展一全方位緊急應變程序，使核電廠運轉員面臨類似強度的地震下，能減少可能發生的人為疏失的前提下，適時的採取有效的應變對策，減少強震對於核電安全的衝擊。

It has been proof from hardware aspects that the capabilities of vibration-absorbing of an nuclear power plant is well within the safe and acceptable region. However, the issue concerning human performance for operators in the control-room while subjected to an earthquake and the residual abilities in conducting the emergent operation has not been examined. The objectives of this study are to modeling operators’ behavior in case of earthquake and to integrate this effort with the examination of appropriateness of the emergency operation procedure so as to identify potential risk elements.
To achieve this, the tasks of this projects including:（1）examining 40 operators’ difference in performance and physiological response while subjected to an simulate earthquake（The Great Kanto Earthquake）;（2）interviewing 10 control room operators, who has on the job experience with 921, regarding their performance and their responses in that event;（3）performing human factor analysis on procedure 512.1 to identify potential risk elements; and （4） providing recommendation for improving the checklist. The result of the study will provide guideline for improving performance and minimizing the possible error for control-room operators while subjected to an earthquake.
