在全球化的趨勢下，人口的流動更為頻繁且複雜；不同國家受到其國內經濟、政治、社會、文化等的影響，也制定不同的移民政策以因應國家發展的需求。整個亞太地區的移民類型包括：移民勞工、專業人才、投資移民、難民等，其中以專業人才的流動最受到重視。特別在知識經濟的發展下，具有專業知識的人才成為各國競相爭取的對象，能夠獲得其他國家的優秀人才，將有助於提升國家整體的競爭力。此外，亞太區域在不同的時期，主要移出與移入國也出現顯著的變化。
本論文的研究目的即是為了瞭解目前亞太區域內部的移民現象以及不同國家間技術移民的相關政策，並從中分析比較各國移民政策的共同點與差異性，例如傳統移民國家與新興接受移民國家，其相關政策與組織機構的完備性呈現何種差異。本文就美國、加拿大、澳洲、日本、新加坡、韓國以及台灣等七國做為研究對象。研究中，透過對於移民組織、移民法、移民政策與整體的施行成效等，進行通盤的比較分析，將有助於瞭解現狀，以便未來進一步深入研究相關之課題。

Under the impact of globalization, the transnational movement of population is becoming an increasingly complex issue. Owing to the domestic influence of economics, politics, society and culture of other countries, a range of different immigrant policies are being implemented in order to meet new requirements. The various immigration categories for the whole Asia-Pacific area include: migrant labor, professional, investor and refugees, etc. Among these groups, professionals are especially emphasized. Particularly, in this knowledge-economy era, professionals have become a kind of commodity that each country strives for. Moreover, the obtainment of outstanding experts from other countries helps to promote national competitiveness. Further to this, immigrant and emigrant countries of destination are also demonstrating an obvious shift.
The purpose of this study is to investigate the recent phenomenon of immigration in the Asia-Pacific area and to understand the related immigration policy. In taking a comparative approach, I intend to explore such issues as the diversity of traditional and newly emerging destination countries. The scope of study will therefore include a broad range of countries from America, Canada, Australia, Japan, Singapore, South Korea to Taiwan. In this analysis, I will assess the overall effects of immigrant agencies, immigrant laws and other related policies, so as to bring to light the current state of affairs in this field.
