由於近幾十年來國內經濟的高速發展，各級機動車輛規模及流量已呈現大幅度的成長，而各公路間和各大城市的交通越來越繁忙，在管理上已面臨了嚴重的瓶頸，面對目前混亂的交通，智慧交通系統（ITS）就成為當前交通管理發展的主要方向，而車牌辨識系統更是在智慧交通系統裡扮演重要的角色。
在本篇論文中，首先我們針對影像前處理的部分，紀錄影像中每一個像素點的亮度，利用影像中明點與暗點的變化次數來定位出車牌的大略位置，再利用此區域的延伸來定義出車牌字元的高度，而此高度與車牌字元的比例，來切割出包含車牌字元的影像範圍，在此範圍內依照影像的暗點部份，分成多個獨立群，將群的相關位置、範圍的分佈，和相關的性質等，區分出屬於車牌字元的6個獨立的字元影像，並將此6個車牌字元影像加以轉成數學化的矩陣，再與先前建立好的參考字元 (0~9、A~Z) 數學化矩陣做誤差的配對分析，並視需要與否，再進一步做細部的加權比對，取其與參考字元誤差最小的字元當做字元的辨識結果。
最後我們在校園裡利用數位照相機拍攝了55輛小客車的影像，車牌裡6個字元皆辨識成功的比例為0.818，而若以單一字元為單位的辨識率則為0.967。
