本論文提出SIMS (Simple Information Management Service) 架構,SIMS嘗試在兩方面改良目前全球資訊網(World Wide Web)的應用程式運行方式:一為提供一個更簡化更省時的程式設計環境以及流程,二為使本架構所產生的服務具有語意整合功能。目前全球資訊網應用程式設計一般來說採用傳統程式語言,使用傳統程式設計語言具有較強的計算功能,但需要充足的程式設計能力以及較多的時間,而一般全球資訊網應用程式多為資訊管理功能程式,並不需要較強的計算功能。
而SIMS利用稱做為Natural Operation Expression的表達方式來描述資料處理邏輯,而此般描述可以以簡單而快速的方式線上設定,即可提供給使用者使用。而資料描述邏輯中的資料關係可以被不同的服務提供者匯入分享,以達到語意整合的目的。

This paper describes SIMS(Simple Informatin Management Service), which is an attempt to provide two improvements on the Web information management application development technology. One is to provide a simple and less time consuming Web application development environment. The other is to enable semantic integration for the services in its framework. The current technologies available for the development of Web applications are mostly traditional programming languages. Developing with traditional programming languages are powerful but requires much expertise and time, but such computing power is not necessary for most information management applications.
SIMS describes the data and data processing logic of an application in a language called natural operation expression, which can be created and deployed online in a simple and rapid fashion. The data and processing logic can be imported by other applications to facilitate semantic integration.
