知識經濟時代，勞動的生產價值在於其所擁有的知識與技能，而這些知識與技能被稱為人力資本，透過教育與訓練可以促進人力資本的形成與累積。從過去的文獻中我們可發現人力資本是解釋經濟成長的重要因素，但人力資本的形成對總體面其他經濟變數的影響並不明確，同時，考慮全球化市場的環境下，國家與國家間經濟活動關係的日漸密切，本模型欲在開放性經濟體系下，利用Heckscher-Ohlin模型分析人才培育之經濟效果，以要素稟賦情況區分技術勞動稟賦較豐富國與非技術勞動稟賦較豐富國，分析本國進行人才培育時該國的經濟變動，並進一步找出一國進行人才培育時對他國的影響。
本研究探討人才培育在生產、消費、價格、效用、進出口、要素報酬之經濟效果，結果發現，一國進行人才培育的影響在稟賦不同的兩國間並不一致，同時一國對財貨的偏好型態會影響其經濟效果，再者，在開放性經濟體系下，國與國之間關係密切又相互影響，因此，本研究分別站在技術勞動稟賦較豐富國與非技術勞動稟賦較豐富國的角度探討他國人才培育對本國的影響，結果發現他國人才培育對非技術勞動稟賦較豐富國較有利。
人才培育之經濟效果在不同經濟特性之國家間存在差異，故在進行人才培育的決策時，決策者應同時考慮國家之經濟特性與國際市場之現況，以期人才培育政策能達到預期之功效。

Human Capital is a important factor of economic growth, we want to find out what will affect the outcome of labor establishment. By establishing a production function of labor establishment, we can set out some economic variable to analyze the economic effect of labor establishment.
When discuss the economic effect under a open economy, we applie Heckscher-Ohlin model to analyze the effect of labor establishment. The economic effect of labor establishment is different between skill-labor endowment country and unskill-labor endowment country. The study shows the change of good’s production, consumption, export and import, it also shows the change of utility level. Price level of skill labor intensive goods to unskill labor intensive goods will fall after labor establishment. We find labor establishment may not bring a positive influence to a country.
Therefore, before we employ a labor establishment policy, we should consider about the economics character of a country and the preference of goods, to make sure the labor establishment policy can make advantage to a country.
