臺灣博碩士論文加值系統

鑑於一九三０年代各國「以鄰為壑」所造成的世界經濟大恐慌及二次世界大戰的復原所需，以國際貨幣基金會與世界銀行為核心的國際金融協調機制正式誕生，國際金融體制於是被確立。傳統國際關係理論將經濟視為國家權力不屑一顧的「低政治」（low politics）領域，屬於較低層次的國際交往，甚至是私人層次的互動關係，在合作可增進國民（國家）的財富，不合作亦不會對國家安全產生明顯、立即威脅的情況下，經濟合作在先天上已比軍事、政治佔優勢。然從目前國際金融體制的成員來看，國家仍是主要的參與者、決策者，且國家力量介入貨幣價值的創造，「強」、「弱」貨幣的區分，已使貨幣脫離純記量、中立的功能，在金融以成為一種權力表徵的狀況下，國際金融體制是否和其宣示的作用一樣，純粹是經濟合作而無國家權力角力的內涵呢？唯有重新審視國際金融體制，才能為這個疑慮做出解答。目前國際金融體制是由國際貨幣基金會與世界銀行為核心建構而成，因而本文希冀藉由美國主導成立的國際貨幣基金會與世界銀行的運作程序做一實例，並以國際貨幣基金會、世界銀行處理一九九七年東亞金融危機為借鏡，探討當前國際金融體制的本質，並論述現實主義霸權理論的國家利益思維方式並未在金融領域退場。現行的國際金融體制，最主要的建構、決策、和經費提供者為美國，為凸顯美國霸權建構的國際金融體系，所顯示出的美國對國際社會本質與國家利益認知的實質意涵，本文將試圖回答幾個問題，第一、何謂國際體制？國際體制形成的原因？國際體制與國家的關係為何？體制的作用為何？第二、美國如何藉由國際貨幣基金會與世界銀行達到其建構國際金融體制的目的？美國在國際貨幣基金會與世界銀行中扮演何種角色，其權力、影響力為何？第三、一九九七年東亞金融危機中，國際貨幣基金會、世界銀行、美國的作為及影響為何？東亞金融危機中各國是否真正得到完善的解決方法？第四、美國霸權主導的國際金融體制本質究竟為何？希冀藉由探討這些問題，能再次審視當前的國際社會權力運作方式。
