本研究旨在了解台北市國小校長教學領導現況、可能困難與因應策略，為達此目的，以問卷調查法為主、訪談法為輔進行研究。以台北市現職140所公立國小校長為母群體，扣除預試的10位校長，對130位校長實施問卷調查，並以次數分配、t-test和單因子變異數分析等統計方式進行考驗，依據問卷調查結果，選取5位台北市現職公立國小校長做為訪談研究對象，以更深入了解校長實施教學領導的現況、可能困難與因應策略。本研究獲得以下結論：
一、台北市國小校長教學領導屬於「高度」校長教學領導。
二、不同背景變項的台北市國小校長教學領導情形沒有顯著差異。
（一）不同性別的台北市國小校長教學領導情形沒有顯著差異。
（二）不同年齡的台北市國小校長教學領導情形沒有顯著差異。
（三）不同學歷的台北市國小校長教學領導情形沒有顯著差異。
（四）不同擔任校長年資的台北市國小校長教學領導情形沒有顯著差異。
（五）不同學校規模的台北市國小校長教學領導情形沒有顯著差異。
三、台北市國小校長實施教學領導面臨的可能困難有以下幾點：
（一）學校內因素：
1.教師自我意識高漲。
2.教師考核制度無法落實。
（二）學校外因素：
1. 教育經費不足。
2. 家長對新課程了解不足。
3.教育政策配套措施不足。
四、台北市國小校長實施教學領導之因應策略有以下幾點：
（一）主動建立溝通管道，宣導九年一貫課程的理念與內涵。
（二）擬定教學領導實施計畫。
（三）運用轉型領導。
（四）協助成員專業成長。
（五）妥善運用學校經費。
根據問卷調查結論與訪談結果，提出下列建議以供參考：
一、對教育行政機關的建議
（一） 健全教師考核制度。
（二）增加教師擔任行政工作的誘因。
（三）建立公平公正的測驗來檢視孩子的能力。
（四）加強教學視導人員的專業素養。
（五）改進校長的考核制度
二、對國民小學校長的建議
（一）共訂學校發展願景：建議校長應依據之前學校的相關經驗，了解成員想法，考量教學的需要。
（二）促進教師專業成長：建議校長依據成員需求與意願，安排進修研習，也可請本校或他校教師分享經驗，讓成員從中學習。
（三）鼓勵發展課程教材：建議校長讓教師有發表的機會，提高教師成就感，激發其他教師更多靈感，資源分享。
（四）提昇教師教學品質：建議校長應考量教師的專長安排職務，給師生良好的教學與學習空間。
（五）激發學生學習興趣：建議學校舉辦相關活動，讓學生做中學，另外，在行政方面訂定獎勵辦法，也可激勵學生優良表現。
（六）提供支持環境氣氛：建議校長除了充實學校軟硬體設備之外，應多傾聽教師的聲音，並適時稱讚教師。

ABSTRACT
The purpose of this study is to explore elementary principals’ instructional leadership current situations, possible difficulties and strategies in Taipei city. The research is mainly based on questionnaire surveys, secondarily on interviews. In questionnaire aspect, the samples included 130 principals from 140 public elementary principals’ in Taipei city. The collected data were analyzed by the methods of descriptive statistic、t-test and one-way ANOVA. Depending on questionnaire survey outcomes, interviews had selected 5 public elementary principals to know more.
The study has come up with the following conclusions：
1.The elementary principals’ instructional leadership in Taipei city was at “high” level.
2.There were no significant differences in elementary principals’ instructional leadership in Taipei city with diverse background variables（sex、age、academic background、the years of being principals、school sizes）.
3.When accomplishing instructional leadership, principals of Taipei elementary schools face the following possible difficulties:
（1）In-school factors：
a. The rising of teachers’ self-awareness.
b.The teaching evaluation system fail to be carried out.
（2）out-of-school factors:
a.Education budget deficiency
b.Parents don’t understand Grade 1-9 Curriculum well.
c.Lack of support measures of new education policies.
4.When accomplishing instructional leadership, following are the strategies of elementary principals in Taipei city：
（1）Establishing communication mechanism; advocate the beliefs and contents of Grade 1-9 Curriculum.
（2）Formulating instructional leadership plans.
（3）Adopting transformational leadership.
（4）Helping staff have professional development.
（5）Using school budget properly.
According to the conclusions, following are the suggestions：
1.Suggestions for educational administration organizations
（1）Improving teaching evaluation systems
（2）Increasing the incentives so teachers are willing to do administrative work.
（3）Building fair and square examination to test the ability of children.
（4）Enhancing profession of instructional supervisor.
（5）Improving evaluation system of principals.
2.Suggestions for elementary principals
（1）Building school development visions together：I suggest principals consider past experiences, know staff thinking, consider the needs of teaching.
（2）Promoting teachers’ professional development：When arranging on-the-job training, I suggest principals depend on staff needs. Invite school colleagues or teachers from other school to share their experiences so that school staff can learn from them.
（3）Encouraging teachers to develop curriculum：I suggest principals allow teachers to present their research in order to increase sense of accomplishment. Others can benefit from these organized open resources and get more inspirations.
（4）Upgrading teachers’ teaching quality：I suggest principals give positions according to a teacher’s expertise and implement, provide teachers and students with good teaching facilities and learning environment.
（5）Stimulating students’ learning interests：I suggest schools do related activities. Let students learn by doing. Besides, the administrative staff set awarding standards to stimulate students’ excellent performance.
（6）Creating supportive environment atmosphere：Except for increasing school facilities, principals should listen to teachers’ opinions, praise and honor them.
