abstract This thesis, "A Study of Farmers'' Burden in Mainland China in the 1990s", tries to adopt a comparative analysis to illustrate the logics and measures of CCP''s reform policy on farmers'' burden in the 1990s. It also compares CCP''s"tax and fee reform policy" in the 2000 with those policies in the 1990s, and concludes that the former will not be able to relieve farmers'' burden successfully. This study has the following major findings: 1.There are political, economic, and administrative sources of the problem of China''s farmers'' burden; 2.The policies of CCP to solve the problem of farmer''s burden contain political, economic, and social considerations; 3.CCP''s reform policies in the 1990s on the problem of farmers'' burden focus on administrative dimension; 4.After comparing CCP''s"tax and fee reform" in the 2000 with the policies in the 1990s, the former is found to focus on public finance; 5.Since CCP has not adopted substantial reform on political system, it is very likely that the temporarily relieved farmers''burden may bounce back in the future. This thesis argues that only when CCP regime adopts a comprehensive reform combining political, adminstrative, and financial reforms that can it really solve the problem of farmers'' burden.
