環境議題在上個世紀的冷戰時期仍普遍被開發中國家認為是富裕國家欲陷開發中國家於永遠低度發展所提出之謬論。經過半個世紀的發展之後，各國對地球環境的認知已更具共識，各種全球性與區域性的環境保護協定也紛紛獲得各國政府的簽署。然而在實際的運作上以及環境的改善上卻未見成正比的發展。這顯示在全球環境改善的工作上已開發國家及開發中國家仍未全面建構出可接受及可行之計劃方案。其中所遭遇的困難與政經因素值得進一步討論。
是故，本論文透過對美墨邊境汙染防治國際合作之討論，試圖瞭解開發中國家在上世紀最後30年面對環境問題所做出之反應。由於美國與墨國分別是北方國家與南方國家之重要代表，而且兩國共享長達2千多英哩的邊界，就此兩國來說任何一國破壞環境的行為都會明顯的影響到另一國。美墨邊境地區之發展對國際經濟體系之形成與鞏固影響深遠，透過對該區的研究，不但可以窺探二十世紀後半期工業發展趨勢以及其他因素對地球環境所造成之破壞，更重要的是它部分反應了南方國家與北方國家在共同處理環境問題上所顯現出的態度，以及南方國家如何在國際輿情的壓力下，一面維持國家經濟發展策略，又同時盡力緩和國際上對其國內環境規範發展之抨擊聲浪。如是之故，美墨兩國對邊境地區環境汙染防治之國際合作是個值得研究的題材。
本研究透過瞭解美墨邊境地區在二十世紀的發展以及1980年代以後兩國對邊境環境汙染問題合作之討論，意圖達到下列幾項研究目的：
一、透過對兩國邊境環境合作之協定與計劃之分析，以瞭解環境與發展間之關係及影響計劃施行之諸多因素。
二、透過墨國環境法規發展歷程的瞭解來驗證發展中國家國內政治經濟因素對國際環境問題合作成效之影響。
三、面對環境治理發展之兩項重要因素：環境資訊之取得與地方團體能力之建構，瞭解墨國在面對此兩方面發展之處理方式及其對邊境環境合作的影響。
四、檢視目前美墨兩國對邊境環境合作之具體作為，以及邊境未來環境與發展之方向，並評估邊境地區未來可能之挑戰。

Environmental Issue, during the Cool War of last century was considered generally as nothing but a fallacy which would have made all developing countries maintain a situation of permanent less-development. By the time pass by. All the countries have known better about the environment of the planet which we depend on, and signed all kinds of global and regional agreements related to environmental protection. But, as a matter of fact, the achievements on enforcement are unproportionate in compare with the achievements on agreements signed. This reveals the chasm between developed countries and developing countries in how to conciliate the differences and to build acceptable and enforceable plan. So all the difficulties, political and economical reasons which affected the development of environmental issues are worth of discussion here.
In order to understand how the developing countries react in environmental issues in the last 30 years of the previous century, the study on the U.S. - Mexico Border Pollution Prevention would be a suitable case study. Because of United States and Mexico are both symbolized countries of developed country and developing country, they share the frontier more than 2,000 miles. As to theses two countries, who implements the harmful program to the border environment would affect the right of other country to use the shared space. U.S. - Mexico Border plays a key role in the formation and stability of the world economy. Through this study we would realize how the development of industry damage our planet in the last century, what more crucial is that these two countries reflect the attitudes of how developed countries and developing countries work together to deal with the environmental issues, and how the third world maintain the economic growth and conciliate the national and international public opinion.
There are several goals of this study：
I. Through the analysis of the implementation of Binational Environment agreements and programs, we would like to find out those ingredients which affect achievements of those agreements and programs.
II. Realize the process of formation of environmental regulations in Mexico, and identify the political and economic problems which affect the works of environmental improvements in developing countries.
III. How Mexico encounters and deals with the two crucial elements of Environment Governance: the right to know and the construction of local capacity.
IV. Review the specific achievements on U.S. — Mexico Border environmental improvement, and evaluate the challenge which they would face in the future.
